Responsibilities
Noblis is seeking an experienced Enterprise Systems Engineer to work in dynamic mission-oriented environment within Bethesda, Maryland. A successful candidate will be responsible for developing and implementing enterprise architecture frameworks, governance processes, and technical solutions that align with organizational objectives.
Job Responsibilities:
  • Provide technical leadership and high-level programmatic direction in enterprise architecture and business process management.
  • Develop architecture baselines and conduct analysis of transition planning.
  • Establish and implement enterprise architecture governance frameworks and standards.
  • Lead architecture and engineering teams responsible for development and maintenance of enterprise architectures.
  • Perform technical analysis and risk identification for transformation of distributed and mainframe environments.
  • Support business process improvements and systems analysis for missions, systems, and fiscal requirements.
  • Apply unique information technology portfolio assessment techniques to support budget precedence and technical priority decision making.
  • Develop enterprise architecture products including DoDAF or TOGAF compliant architecture views.

Required Qualifications
  • Must be a U.S. citizen and have an active Top Secret Clearance with SCI and CI Polygraph.
  • Typically requires a BS degree and 12+years of prior relevant experience OR Masters degree with 10+ years of prior relevant experience OR Associates degree with 15+ years of prior relevant experience OR HS Degree with 18+ years of prior relevant experience.
  • Experience designing scalable and secure architectures that support current and future business needs.
  • Experience working with Enterprise Architecture (EA) frameworks and governance (e.g., UAF, TOGAF, Zachman, DoDAF).
  • Familiarity with Systems Modeling Language (SysML) or Unified Modeling Language (UML) and Model-Based Systems Engineering (MBSE).
  • Experience in developing products such as an Enterprise Architecture Baseline that captures the "as-is" state of the client's IT enterprise; an Enterprise Architecture Future State that illustrates the "to be" state of the client's IT enterprise; and an Enterprise Architecture Transition Plan that provides artifacts to incrementally transition the client's enterprise architecture from the as-is state to the to be future state.
  • Work closely with cross-functional teams, including content providers, content consumers, developers, engineers, and business analysts.
  • Strong knowledge of systems engineering methodologies.

  • Experience gathering, addressing, and reporting on requirements.
  • Experience accomplishing risk assessment and management.
  • Experience ensuring enterprise systems connectivity and interoperability across diverse technology environments.
  • Experience implementing governance frameworks that ensure data quality, security, and compliance with regulatory requirements.
  • Experience with Model-Based Systems Engineering tools (e.g., MagicDraw, Rational Rhapsody, Cameo, Genesys, etc.).
  • Experience designing and / or implementing Zero Trust frameworks, playbooks, and architectures.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
