Job description

One of our clients in the government domain is seeking a Mainframe Developer with expert-level experience in mainframe batch processing, JCL, MVS operations, and Control-M/EM enterprise scheduling.

Travel required for meetings as needed Key Responsibilities
  • Serve as the subject matter expert and product owner for the JCL batch environment and Control-M/EM scheduling system, ensuring availability, stability, and effective use by application teams.
  • Provide technical recommendations for enhancements, design improvements, modernization strategies, and optimization of mainframe batch and scheduling products.
  • Conduct and coordinate technical design reviews to ensure JCL batch structures and Control-M/EM workflows meet functional, technical, and quality standards.
  • Analyze the technical impact of changes to batch flows, job triggers, dependencies, calendars, and scheduling logic, while establishing and enforcing naming conventions and operational standards.
  • Provide expert design and technical support for batch and scheduling functionality integrated with statewide systems, including Axway file exchange platforms.
  • Perform unit testing of JCL changes, Control-M/EM job flows, scheduling processes, and Axway file exchange integrations.
  • Support modernization initiatives, including migration of legacy JCL jobs and scheduling workflows to updated environments and platforms.
  • Identify, track, and resolve risks and operational issues involving batch and scheduling environments, including abends, scheduling conflicts, dataset errors, dependency failures, and other production issues.
  • Develop contingency plans and recommend solutions to maintain system availability, stability, and performance.
  • Collaborate with business users, architects, system specialists, programmers, vendors, and senior technical stakeholders to communicate product impacts, architectural considerations, and modernization strategies.
  • Serve as the technical SME for JCL, MVS, Control-M/EM scheduling, mainframe batch processing, and batch-to-Axway integration.
  • Document batch/job designs, Control-M/EM workflows, operational procedures, testing activities, modernization changes, and technical standards for future reference.
  • Identify opportunities to improve product standards, policies, usage patterns, operational guidelines, and enterprise scheduling practices.
  • Track job volumes, usage patterns, performance behaviors, operational dependencies, risks, issues, and action items to support effective product management and continuous improvement.
Required Skills & Qualifications
  • 9+ years of relevant experience.
  • Expert-level hands-on experience with JCL, MVS, and mainframe batch utilities.
  • Expert-level proficiency with Control-M/EM job design, dependencies, calendars, and scheduling standards.
  • Demonstrated experience performing technical design reviews, leading product testing, resolving complex issues, and supporting enterprise/statewide system integrations.
  • Ability to collaborate effectively with architecture specialists, system specialists, programmers, and vendors.
  • Strong documentation, communication, problem-solving, and senior-level technical engagement skills.
  • Bachelor’s Degree in Computer Science, Information Technology, Computer Engineering, or a closely related field.
Nice to Have
  • Strong work ethic and excellent time-management/attendance discipline.
  • Experience supporting government or statewide enterprise systems.
  • Experience with Axway file exchange platforms and modernization of legacy file exchange processes.
