Duration: 3+ Years

Location: Brooklyn, New York 11201.

REQ ID: 06022017-2DA

PROJECT SCOPE: NYCERS seeks at minimum two (2) Data Analysts to work with the Information Technology (IT) Division for a period up to 36 months. NYCERS reserves the right to hire the candidate(s) as an employee, at no additional cost, after a period of six (6) months The Data Analyst will primarily be responsible for detailed field level analysis, profiling and mapping of the current IBM zVSE Mainframe VSAM files. The Data Analyst will create and maintain the master data dictionary and mapping to NYCERS mission critical applications and inventory of its components.

The Data Analyst must be available to work a minimum of 40 hours per week.

Justification:

The Data Analyst's role is to create a master Data Dictionary and Source-to-Target mappings for all NYCERS Mainframe fields extant in VSAM files and embedded in COBOL program code. This is critical to establishing the entire universe of Mainframe fields and data currently in use and understanding the nature and purpose of each field for the data profiling/cleansing exercise. NYCERS IT will leverage the Data Dictionary and Source-to-Target mappings in automated processes that retrieve Mainframe data and prepare it for Legacy Replacement initiative and sharing with existing non-mainframe applications.

1. Mandatory Skills: Candidate must meet all the requirements below to be considered for the for this position:

Must have excellent interpersonal, communication, presentation, writing, analytical, problem solving, and information gathering skills along with fundamental technique troubleshooting abilities.

Ability to facilitate sessions and one-on-one meetings with developers and managers, meet deadlines, and work well under pressure.

Minimum of five (5) years of source-to-target data mapping experience in a mixed Mainframe, relational database and object storage environment.

Experience creating data dictionary documentation and data definitions/domains.

Experience mapping/converting VSAM data to SQL databases and object relational databases.

Experience extracting field references and calculated data from COBOL programs.

Understanding of data structures and their relationship to applications.

Ability to work in multiple development environments or systems: IBM Mainframe, Windows Server and SQL Server.

Experience extracting field references from C# and Java application code.

2. Preferred Experience:

Experience with legacy and unstructured data.

Experience with ETL and Data Quality/Profiling tools.

Experience extracting business rules from the existing legacy code.

Experience creating automated inventory of mainframe components.

Experience with MS Visual Studio and .NET.

3. Assumptions Regarding Consultant Tasks and Deliverables

The Data Analyst shall provide NYCERS' Data Management with technical expertise for the completion of Data Quality, Data Profiling and Data Cleansing effort as well as NYCERS' ongoing process improvement programs. The following deliverables shall apply:

Participate in identification, inventory, and classification of NYCERS critical data

Work with data SME's to document data quality rules and definitions

Transform business rules into technical specifications to cleanse the data prior to the migration

Provide technical and analytical support to NYCERS data integrity and quality initiatives

Collaborate with data SME's and technical leads in identifying and addressing data quality gaps

Work with IT partners to remediate identified gaps using both manual and automated solutions

Support processes that proactively detect, correct, and prevent invalid data values.
