Position Summary
Performs a variety of high level time keeping/payroll duties for the Business Office including providing analytical reports to the Business Manager and Division Chiefs. This position supports the Business Office Human Resources Information systems and operations and all divisions payroll on a daily basis providing the Business Manager with recommendations for compliance, efficiency and accuracy. This position works with County Payroll in Finance and County Human Resources to ensure accurate timekeeping/payroll and HR actions and that these are in compliance with contracts and FLSA. This position will work on projects as assigned by Business Manager.

Work is generally performed with little supervision.
Supervision Exercised
This position is non supervisory.

This position is a high level administration position with a high need for confidentiality, financial skills, knowledge of the fair labor standards act and trust and a higher level of support for the department.
Essential Functions

• Reviews and completes timecards and timecard reports from all MCSO Divisions daily/bi-weekly for all divisions for County finance payroll processing.
• Liaison to County Payroll and County Human Resources.
• Ensure vacancies, hires, terminations, transfers, and promotions are communicated and entered correctly in the HRIS system daily and per pay period. Audits periodically for accuracy.
• Supports and provides training to MCSO Division timekeeping liaisons to ensure accuracy, efficiency and compliance with timecard review.
• Communicates changes in law/contracts/General Orders to MCSO Division timekeeping liaisons for accurate review of divisions.
• Inputs anniversary/Step increases for all three FOP units.
• Communicates historic edits when needed.
• Monitors work related injuries (TDD, PEDA) and light duty on schedules and timecards. Coordinates with Risk Management.
• Oversees and processes MCSO's sick buyback program ensuring accuracy in hours, pay and paperwork associated with the program.
• Inputs, reviews and tracks Comp earn, Comp Taken and Comp payout. Ensures end of year comp carryovers are accurate and processes payouts according to contracts.
• Recommend improvements and/or efficiencies for timekeeping and payroll related accuracy to Business Manager.
• Provide analytical reports to Division Chiefs on their division's timekeeping/payroll including trends, overtime, comp time and comparables to prior years and budget.
• Provides information daily/monthly to the Business Office Manager regarding timekeeping/payroll/HRIS system including recommendations on efficiencies, vacancies and trends.
• Works with Division Chiefs with civilian vacancies for job descriptions and posting positions.
• Works with Business Manager to develop and manage payroll budgets for all MCSO Divisions, including analysis of prior and future fiscal year needs.
• Accesses and reviews financial system through budget analysis and provides analytical reports to Business Manager in regard to payroll areas of overtime, comp, sick buy back, holidays ext.
• Monitors FMLA usage and hours on timecards in partnership with Human Resources ensuring compliance with FMLA and benefit time according to contracts.
• May cover front office desk if staffing needs require.
• Develops correspondence including reports to/for upper management regarding confidential payroll matters and possibly union matters that affect payroll/timekeeping and are pertinent to Business.
• Supports Business Office Manager to ensure the efficiencies of daily operations.
• Performs back up duties to the Sheriff's Office Financial Analyst when workflow requires and/or when MCSO FA is on benefit time or at training.
• Performs routine clerical assignments/projects unique and specific to the Business Office.
• Performs related duties as required and assigned.
Required Knowledge, Skills and Abilities
• Knowledge of payroll principles and FLSA.
• Knowledge of basic Human Resources.
• Ability to continue to follow new laws and trends in payroll through online and in-person training.
• Ability to analyze finance reports as it relates to payroll, benefits, sick time use and comp time earnings.
• Ability to provide payroll and benefit time reports and review of trends.
• Knowledge of accounting principles and best practices in the financial field.
• Considerable knowledge of policies, contracts and procedures and the overall Division functions.
• Ability to interpret intent of contracts and application of labor contracts.
• Ability to compile and type required reports for upper management review.
• Ability to follow oral and written instructions.
• Ability to establish and maintain effective working relationships with superiors, co-workers, other agencies, Departments, and the general public.
• Ability to apply critical thinking and decision making to every day activities.
• Ability to communicate effectively in English.
• Demonstrate professionalism at all times.
Education
High School degree, Bachelor degree preferred.
Experience
5+ years or any equivalent combination of education and experience with accounting, timekeeping/payroll and working with labor contracts. Experience with payrolls of 300+ employees in law enforcement or other 24/7 operations desirable.

Personal contacts involve other employees, officials, and other agencies to include County, State, and Federal representatives and the general public.
Work Environment
Work is generally confined to a standard office, during normal business hours.
OSHA Notice
This position has been determined to be a MINIMAL exposure risk to "biohazards" associated with blood-borne pathogens HIV (AIDS), HBV (hepatitis B) virus, and airborne transmissions of TB (tuberculosis). Members are advised that exposures to these "biohazards" may result in severe illness or death. Members are required by Department policy to use protective equipment and clothing. Inoculation may be required to prevent or treat exposures to "biohazards".
Elements of Contact
Personal contact with any individual of the public, an inmate or arrestee is normally a single occurrence. Hand-to-hand exchanges of documents, money, personal property, clothing and other items may be required. Face- to-face verbal communications between the member and an individual is required, but is mainly singular. The member's anticipated contact with blood; body fluids or other medical hazards are rare. The member should have adequate time to take precautionary and protective measures.
