Job description
The Department of Transitional Assistance (DTA) is seeking innovative leaders for the position of Regional Director. Our ideal candidate will plan, monitor, administer, and evaluate the performance of a group of local Transitional Assistance Offices and assist the Assistant Commissioner of Field Operations and Executive Staff in developing policy, procedure, information systems, personnel, and planning decisions to fulfill the mission of the agency. Northern Region TAOs include Chelsea, Malden, Lowell, Lawrence, and North Shore.
DTA attracts people passionate about public service, who love to work in a fast-paced environment, and who are committed to diversity, equity, and inclusion.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Develop successful administrative strategies and effectively communicate the agency's goals, ideas, and concepts to the public, recipients, and employees.
- Conduct meetings and participate in panel discussions with local office management and staff and with community organizations to educate and inform them about Department policies and practices.
- Proactively develop resources that have not existed in the past, through exercising a high level of individual initiative and mobilization of the workforce.
- Encourage and support managers in the development and use of meaningful databases that track numerous local office functions and measure local office performance.
- Assist local office managers in their efforts to establish and expand our community service program.
- Collaborate with Central Office Employment Services Program (ESP) units and local DTA offices to enhance the workforce development system's responsiveness to the job preparation needs of DTA recipients, including review and input into the interagency planning process.
- Actively participate with the Commissioner and other members of the Executive Staff in the development of budgets and spending plans for Local Office Operations.
- Coordinate and monitor accurate and timely programmatic and administrative expenditures.
- Monitor and review for compliance, Internal Control Audits performed by DTA's Legal Division.
- Ensure that all activities involving staff are performed within the opportunities and constraints of existing labor relations agreements.
- Participate in the grievance process, at arbitration hearings, and Civil Service hearings.
- Participate in the design and development of policies and procedures concerning labor relations, work assignment, performance appraisal, and other administrative issues.
- Communicate clearly and concisely to local and regional area news organizations regarding DTA programs, recipient demographics, and application and caseload trends.
Preferred Qualifications:
- Master's degree in business administration or public policy.
- Demonstrates extensive knowledge of DTA programs, policies, and regulations.
- Demonstrates the ability to provide leadership and to motivate and encourage staff.
- Demonstrates the ability to understand policies and programs and to develop the necessary strategies to implement them in local offices.
- Exceptional negotiation, conflict resolution, and coaching skills.
- Experience working with Federal or State programs with complex regulations and policies and the demonstrated ability to develop necessary strategies for effective implementation.
- Ability to manage multiple tasks simultaneously using effective planning, delegation, and communication.
- Experience in workforce development, education, or housing.
- Understanding of issues of poverty and diverse low-income populations.
- Excellent verbal and written communication and reporting skills.
- Strong computer skills, including word processing, email, and Excel (spreadsheets).
- Possession of the full range of management skills.

The Department of Transitional Assistance (DTA) is the state agency responsible for administering public assistance programs to low-income residents of the Commonwealth. DTA is committed to providing a high level of service to all those in need. MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.Â
