Job description

Job Title: Program Manager
Location: Landover, Maryland
 
Introduction:
Rivet Operations Company is looking for a Program Manager to lead DIA's Enterprise Logistics Services contract at the Defense Logistics Operations Center (DLOC) in Landover, MD. If you have a background in warehouse or logistics and like owning your work, this is a good fit.
 
What You Will Do
• Create detailed Program Management Plan (PMP) covering scope, timelines, resources, risk management, and stakeholder engagement; integrate logistics optimization to identify gaps, boost supply chain efficiency, and align with Government objectives.
• Facilitate monthly meetings with leadership to align on objectives, statuses, and strategic initiatives. Utilize agendas to structure discussions and ensure actionable outcomes.
• Oversee and manage overall contract program to guarantee compliance with terms, metrics, and expectations. Serve as the single point of contact for the COR/PMO.
• Ensure staffing levels meet requirements. 
• Collect/validate material requirements; document specifications/quantities/locations/dates; maintain requirements tracker and integrated schedule.
• Ensure accountable records for inventory and GFP/CAP, execute inventories.
• Report on costs, performance, issues, mitigations; submit data-driven updates utilizing advance Excel features to automate reporting where possible.
• Ensure compliance with site/security rules and controlled item procedures; coordinate secure storage/access controls; ensure HAZMAT and records compliance.

Required Qualifications:
• Must be a US citizen
• Personnel are required to have an active TS/SCI clearance upon hiring.
• Bachelor's degree in Supply Chain Management, Logistics, Business Administration, Industrial Engineering, or related field
• Minimum 10 years experience in program management and logistics, including developing strategies, leading teams, creating project schedules, and monitoring/reporting status.
• PMP certification highly desired.
• Proficiency in MS Office (Word, Excel, Power Point, Outlook) or equivalent logistics software.
• Experience managing government service contracts with tasking similar to office moves, property accountability, or facilities logistics.
• Familiarity with property accountability/turn-in processes and documentation control.
• Knowledge of OSHA-aligned safety practices for material handling; ability to enforce safe lifting, PPE, and incident reporting. 
• Strong stakeholder coordination (customer reps, custodians, security, loading dock/facilities).
• Strong written and verbal communication for status reports, documents, and issue escalation. 
 
 
Preferred Qualifications:
• Six Sigma Green Belt or higher
• Familiarity with DIA or IC logistics operations
• Prior DoD logistics or property accountability contract experience
 
Physical Requirements:
• Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. May include lifting to 25 pounds as necessary.
