The primary purpose of this position is: To serve as a Logistics Readiness planner and program analyst with responsibility as the Air Force component Continental United States NORAD Region (CONR)-Air Forces Northern (AFNORTH) and Air Forces Space (AFSPACE).Qualifications:Conditions of Employment Continued:
  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/ Code O.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of Air Force, federal, and state agency logistics concepts, principles practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of work assignments and/or to identify, analyze, and resolve logistics management issues or problems. Knowledge of Air Force and joint doctrine, command and control and operational concepts with particular emphasis on Homeland Defense Operations and Defense Support to Civil Authorities. Knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, fuels, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of CONR (AFNORTH/AFSPACE) strategic visions, to evaluate overall logistics process effectiveness, and to recommend methods to help CONR-1AF (AFNORTH/AFSPACE) optimize use of resources and maximize efficiency and effectiveness.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of logistics management that includes planning, coordinating, logistics readiness, deployment and reception, war reserve materiel, In Garrison Expeditionary Site Plans, sustainment, redeployment, air terminal operations, and logistics command and control.
  2. Knowledge of Air Force and joint doctrine, cornn1and and control, and operational concepts with particular emphasis on Homeland Defense and Defense Support to Civil Authorities is desirable.
  3. Knowledge of Adaptive, Crisis Action and Contingency planning processes and procedures is desirable.
  4. Knowledge of Unit Type Codes, JOPES, Deliberate Crisis Action Planning Execution Segment, Air Expeditionary Force Reporting Tool, and In Transit Visibility systems is desirable.
  5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
  6. Ability to prepare and present presentations and deal effectively with various levels of management; Ability to identify, analyze, and translate information, make appropriate judgments, and evaluate options concerning logistics readiness.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
