Job description

DUTIES AND RESPONSIBILITIES
The Operations Manager leads the execution, sustainment, and growth of Maintenance, Repair, and Overhaul (MRO) operations within a Government-Owned, Contractor-Operated (GOCO) environment. Focusing on communications systems, tactical radios, networking equipment, and associated C5ISR technologies, the Operations Manager serves as the primary liaison between the contractor operations and the government customer. The Operations Manager provides day-to-day operational leadership across engineering, logistics, quality assurance, configuration management, financial performance, and risk management activities to ensure contract execution meets all cost, schedule, technical, and readiness objectives. * Operations & Contract Management: Lead daily MRO depot operations, overseeing the repair, overhaul, testing, modification, and sustainment of communications systems and tactical radio platforms. Manage contract execution and coordinate activities across engineering, logistics, quality assurance, and customer stakeholders to meet all government readiness targets and throughput metrics. Serve as the primary liaison to the government customer, translating operational MRO performance into actionable program reviews, status reports, and Contract Data Requirements Lists (CDRLs). Identify and implement process improvements that increase efficiency, reduce repair cycle times, and improve customer responsiveness.
* Financial Planning & Execution: Support program financial planning, budgeting, forecasting, and contract execution within authorized funding and budget constraints. Meticulously monitor labor utilization, material costs, indirect costs, and overall program financial performance. Analyze Earned Value Management (EVM), schedule, and performance data to forecast risks and identify opportunities for financial optimization. Develop comprehensive business cases for MRO investments, justifying workforce expansions and equipment upgrades to the government customer.
* Configuration Management: Enforce rigorous configuration management processes across all repaired and modified systems, guaranteeing the integrity of the technical baseline. Oversee engineering change implementation, documentation control, and technical data package accuracy. Ensure maintenance records and product configurations remain accurate, auditable, and compliant with approved technical data. Coordinate closely with engineering and quality organizations to maintain configuration integrity throughout the entire repair lifecycle.
* Quality Management: Spearhead quality management initiatives, ensuring strict compliance with internal procedures, industry standards (e.g., AS9100/ISO), and Department of Defense (DoD) contractual requirements. Monitor quality metrics, manage corrective actions and root cause analyses, and drive continuous improvement efforts. Serve as the primary lead for internal and external audits, ensuring timely resolution of findings. Promote a culture of quality and operational excellence throughout the contractor workforce.
* Risk Management & Capability Development: Design, establish, and maintain comprehensive program risk and opportunity management frameworks. Proactively identify operational, technical, schedule, and financial risks and develop robust mitigation strategies before they impact program baselines. Track risk status and provide leadership and government stakeholders with visibility through regular reporting and reviews. Identify opportunities to expand MRO capabilities and transition new repair processes, test capabilities, and advanced technologies from concept through operational deployment. Assist in developing strategic plans for future growth, customer expansion, and technology insertion initiatives.
REQUIRED SKILLS/YEARS OF EXPERIENCE
* Minimum 10 years of experience supporting communications systems, tactical radios, electronics manufacturing, depot maintenance, or MRO operations.
* Minimum 3 years of leadership experience managing cross-functional teams, projects, or operational activities.
* Experience with financial planning, budgeting, earned value concepts, or program financial management in a contracted environment.
* Knowledge of configuration management, quality management systems, and risk management practices.
* Experience supporting Department of Defense, Navy, or other Federal programs preferred.
* Strong analytical, organizational, communication, and leadership skills.Education: High School Diploma or equivalent  Travel Required: 0%

This position is required to have and maintain a Secret US DoD security clearance. PREFERRED SKILLS
* Associate or bachelor’s degree in Business Management, Operations Management, Engineering Technology, Logistics, Quality Management, or a related discipline.
* Experience supporting tactical communications systems, RF systems, networking equipment, or C5ISR platforms.
* Lean Six Sigma, PMP, DAWIA, ASQ, or related professional certifications.
* Experience establishing new operational capabilities, repair lines, test environments, or sustainment services within a GOCO facility.
* Experience leading continuous process improvement initiatives within a depot maintenance environment.
* Strategic thinker with strong operational execution skills and a deep understanding of government contracting.
* Proven ability to balance customer requirements, technical performance, schedule, and cost objectives.
* Effective communicator capable of interfacing with government customers, senior leadership, engineers, technicians, and subcontractors.
* Results-oriented leader focused on mission readiness, operational excellence, and continuous improvement.

REMARKS
Must be able to communicate effectively in English, both verbally and in writing.
Must be able to interface effectively with all levels of technical and management personnel. Compensation: $45 - $58 an hour.
