Job description

Bering-Alaka`ina Holdings, LLC is looking for a Logistics Manager to support a customer out of Kahului, Hawai'i.

In addition to your salary, you will receive a (1) one-time signing bonus

Responsible for supporting all operations and practices associated with the logistical team primarily located at the Kahului Logistics Center. Assist with the daily duties of shipping, receiving and tracking equipment to various locations on Maui in support of the DoD mission.

DESCRIPTION OF RESPONSIBILITIES:

  • Perform/provide management and oversight of the Logistics function, team, and logistics center.
  • Perform supply, transportation, vehicle fleet management and property control functions in support of 15SPSS mission, applying the applicable references listed below and 23/24-series 15SPSS Standard Operating Guides or successor local instruction(s).
  • Coordination with 15SPSS Logistics Manager may be required to execute some requirements involving or affecting tenant, other contractors and visiting experimenters.
  • Serve as the first (1st) Alternate Property Custodian to the Primary Property Custodian (15SPSS/CC) and Primary Supply Liaison to the 15SPSS Accountable Property Officer (APO):
  • Serve as 1st Alternate Property Custodian for centrally managed equipment (excluding weapons), maintained by the 647th LRS, DPAS FE5260/AD2302/638PL and RDTE support equipment maintained in DPAS AFRLHQ/MAFB61.
  • Account for all property within prescribed inventory intervals, sign the Custodian Inventory Report (CIR) and staff for 15SPSS/CC signature.
  • Lead annual floor-to-book inventories and notify the responsible ECF/ECO of equipment found on base (FOB) within three (3) workdays
  • Comply with all tasks related to Property Custodian duties.
  • Coordinate on all other key supply and transportation matters with the host LRS, to include performing/signing annual inventory, reconciling Controlled Cryptographic Item (CCI) serialized reporting, submitting item catalog requests and providing accurate asset location to aid in the physical accountability of assigned equipment.
  • Participate in the joint inventory of Government Furnished Property (GFP)/Contractor Acquired Property (CAP) being delivered to the Government from other contracts assigned to 15 SPSS. Upon acceptance by the Government Program Manager, the SLC shall coordinate the creation or update of property records in the applicable DPAS Site ID.
  • Perform annual inventory as outlined in AFMAN 17-1203, Information Technology Asset Management.
  • Perform related Property Custodian tasks identified by the AF Equipment Control Office (AFECO) and Functional Equipment Control Office (FECO).
  • Ensure removal and approved degaussing/destruction procedures of hard drives prior to turn-in to DLADS.
  • Maintain shop stock and work order residue for day-to-day facility operations.
  • Process excess support or shop stock for turn-in through the host LRS or DLADS.
  • Notify the Primary Custodian and APO of lost, damaged or missing equipment within two workdays of discovery.
  • Serve as the primary point of contact (POC) for all organizational and site-directed materiel transfers approved for disposition through the Defense Logistics Agency Disposition Services (DLADS)
  • Prepare disposition turn-in documents (DTID) and process all excess equipment and supplies through the DLADS, when excess materiel is not otherwise eligible for redistribution to other Air Force units.
  • Oversee shredding and destruction process.
  • Plan non-MILSTRIP shipments using best modes/methods consistent with cargo classification/level of protection, delivery requirements, receiving location and receiving capabilities.
  • Coordinate cargo pick-up with 647th LRS Vehicle Dispatch for shipments sent through Port of Honolulu and marked-for JBPHH agencies IAW Intra-Agency Support Agreement between NAVSUP FLC Pearl Harbor and 15SPSS.
  • Verify shipment packaging, documentation and notification requirements to prevent damage, misrouting or other discrepancies involved in the handling of shipments.
  • Ensure that 24-hour emergency response is manned and answered.
  • Establish and maintain transportation control numbers that enable traceability of shipments from origin to destination.
  • As primary POC for all inbound shipments, including Det 3 tenant unit and VEs, resolve discrepancies for all inbound cargo in "frustrated" status.
  • Research document control records as requested.
  • Assigned other additional duties as required.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

BA/BS in relevant field

REQUIRED SKILLS AND EXPERIENCE:

  • Four (4) years of relevant experience.
  • Knowledge of Air Force material accounting procedures, principles of inventory control, fundamentals of distribution, storage, and receipt management of property, and a broad understanding of an interrelated chain of activities involving logistics.
  • Due to the nature of Research and Development (R&D), the Senior Logistics Technician must exercise considerable judgment in applying local decision that may deviate from normal Air Force supply policy, as permitted in AFI/AFMAN 23-series publications and AFRLI 61-101.

DESIRED SKILLS AND EXPERIENCE:

  • Ability to handle and manage staff of four (4) team members.
  • Assist management and accounting with purchasing as well as expense report.
  • Familiarity with the government property codes and proper documentation for shipping and receiving.
  • Responsible for all the tools and equipment at the warehouse.
  • Generate accurate reports on inventory, storage, and training for the team.
  • Should be able to obtain CDL and HAZMAT endorsement.
  • Act as a backup for Vehicle Control Officer (VCO) and DPAS (Defense Property and Accountability System) operator.
  • Coordinate pick-up and delivery for all the sites.
  • Responsible for TMDE (Test, Measurements and Diagnostic Equipment).
  • Experience in Excess and Surplus program of various equipment.
  • Able to communicate clearly with staff and the government daily.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. citizen.
  • Must have a Secret clearance or must be able to obtain an interim Secret clearance to start.  

COMPENSATION DETAILS:

  • $122,000 - $132,000
  • The compensation range or hourly rate provided is a good faith estimate at the time of posting. Final compensation will be determined based on qualifications, experience, skills, internal equity, market conditions, and applicable laws.
