Job description

CPLC's Early Childhood Development (ECD) programs are committed to giving every child, regardless of circumstances at birth, an opportunity to succeed in school and life. Provides full-day, full-year early childhood development services to low income children, ages 0-3 years, and their families in educationally-stimulating learning environments. Migrant Head Start program provides full-day, full-year program services to children, ages 0-5 years, of migrant and seasonal farm and agriculture working families where hand-picked and row crops are prevalent.
POSITION SUMMARY
This position provides oversight and support for food services for all Migrant and Seasonal Head Start services in all states and centers within assigned region. Compiles information from enrollment records, attendance, and meal production records for the purpose of preparing the Child and Adult Care Food Program (CACFP) claim for reimbursement. Works to support systems integration of content area specialist leads that support activities and design tools and systems for effective practice. Implements a process of ongoing monitoring and continuous improvement for achieving program goals and works to strengthen overall program quality and service delivery.
PRIMARY DUTIES AND ESSENTIAL FUNCTIONS
CACFP Compliance, Monitoring & Recordkeeping
  • Track and review CACFP documentation from assigned centers to ensure accuracy, completeness, and compliance.
  • Maintain organized CACFP records using the CPLC Head Start recordkeeping system.
  • Manage a caseload of centers and ensure accurate counting and claiming, reporting issues to the Nutrition Manager.
  • Conduct announced and unannounced CACFP monitoring visits.
  • Support continuous monitoring and evaluation of CACFP and nutrition activities, maintaining detailed documentation of all contacts.
  • Understand and comply with Head Start Performance Standards, CACFP/USDA requirements, and local childcare licensing regulations.
  • Document in-kind contributions and allowable costs toward the non-federal share requirement.

Coordination & Program Support
  • Collaborate with staff responsible for CACFP data entry, documentation collection, monitoring, and annual application completion.
  • Assist in training staff on CACFP requirements, administrative processes, and systems (e.g., meal counts, forms, time/attendance).
  • Support Nutrition and Child Development Coordinators with program implementation and staff training.
  • Provide translation support (Spanish or other languages) for staff and parent communications as needed.
  • Demonstrate cultural awareness and sensitivity when working with low-income and at-risk families.

Fiscal & Administrative Support
  • Work with Fiscal staff to develop CACFP budgets and reconcile food expenses.
  • Assist with procurement processes, including food and non-food bids.
  • Maintain inventory of center supplies and equipment.
  • Perform general office and administrative duties as needed.

Meetings, Communication & Outreach
  • Attend required staff, parent, and program meetings, trainings, and workshops.
  • Promote Head Start programs within the community.

Compliance, Safety & Professional Standards
  • Maintain strict confidentiality regarding children, families, and staff.
  • Follow all CPLC policies, procedures, and manuals.
  • Adhere to health and safety regulations, including universal precautions and prevention of occupational hazards.
  • Perform other duties as assigned by the supervisor to support program goals.

MINIMUM QUALIFICATIONS AND COMPETENCIES
  • Minimum qualifications include a high school diploma or GED and at least 2 years of related experience, such as data entry or accounting. An associate's degree in health, nutrition, or a related field is preferred. Experience with accounting systems, general ledgers, budgets, Microsoft Word, and Excel are also preferred. Experience in nutrition, food service, working with low-income clients, and using family-centered practices is a plus.
  • Employment requirements may change based on CPLC ECD policies or updated federal, state, or local Head Start or childcare regulations, even if not listed here.
  • This position requires driving on behalf of the company. Candidates must hold a valid driver's license, meet the company's motor vehicle record (MVR) standards, meets company's insurance eligibility, and comply with all state and federal driving requirements. Ongoing employment is contingent upon maintaining an acceptable driving record.
  • Bilingual English/Spanish preferred to effectively communicate with Spanish‑speaking clients and stakeholders
  • Employment in this position is contingent upon successful completion of all required pre‑employment screenings and subject to credential checks to maintain compliance with licensing and contractual requirements.
      • Fingerprint-based background check in accordance with federal, state, and contract requirements.
      • Child Abuse and Neglect Registry Check (CPS check) as required for roles working with vulnerable populations.
      • Criminal history background check meeting applicable state, federal, licensing, or program standards.
      • Pre‑employment medical clearance, which may include a physical exam to confirm ability to perform essential job functions with or without reasonable accommodation.
      • Drug screening in compliance with company policy and applicable state law.
      • Required immunizations or proof of vaccination, if mandated by state regulations, licensing bodies, or program requirements.
      • Candidates may also be required to complete additional screenings or provide documentation as necessary to comply with funding, licensing, contractual, or regulatory obligations.
