Live Streaming Technical Director
Level: Senior (Level III)  |  Work Location: On-Site – Washington, DC (telework may be authorized)

ABOUT THE ROLE
Red Carrot is seeking a Senior (Level III) Live Streaming Technical Director to support a high-visibility federal communications contract. This role directs the technical execution of live stream productions — camera, audio, lighting, graphics, video encoding, and all pre-production testing — from a state-of-the-art interactive studio suite, delivering live and on-demand content to global audiences across social media and digital platforms, including viewers in low-bandwidth regions.
KEY RESPONSIBILITIES
  • Direct the technical execution of a variety of live stream productions, including camera, audio, lighting, graphics/video, and all pre-production testing
  • Support live content distribution — overseeing content requirements, testing new strategies to optimize performance and delivery, and managing video encoders and hardware/software components to ensure delivery to social media platforms
  • Develop proficiency in all elements of live streaming applications, including creating live streams and channels, operating hardware and software encoders, CDN management, modifying and embedding video players, and multi-screen content delivery
  • Edit on-demand versions of live stream productions on tight timelines, applying appropriate metadata and archiving video as required
  • Lead R&D of live stream technology to develop the studio's technical capabilities; develop workflows, SOPs, and production practices that conform to industry standards and reach audiences in low-bandwidth areas
  • Serve as technical lead for video teleconference (VTC)-based programming, developing proficiency in Polycom and Tandberg codecs
  • Operate an array of production technologies in a support capacity — camera, audio, lighting, graphics, teleprompter, and floor directing — as needed
  • Ensure sets, props, and technical equipment are ready to use and in position; haul, set up, strike, pack, and properly stow camera, ground-support, audio, and lighting equipment for studio and field production
  • Ensure proper equipment storage, schedule routine equipment maintenance, and manage software/firmware upgrades
  • Train and advise overseas posts on elementary to intermediate live stream production principles and techniques, enabling them to produce their own live stream programs
  • Fully produce smaller-scale programs using web conferencing platforms (preferably Zoom) as needed
  • Work professionally and collaboratively with government stakeholders and production staff throughout the entire live stream production process
MINIMUM QUALIFICATIONS
  • Bachelor's degree required; Master's degree preferred
  • Minimum 5 years of video production experience, with at least 2 years specifically in post-production/media management
  • Intermediate expertise with Adobe Creative Cloud Suite, particularly After Effects, Photoshop, and Premiere Pro
  • Experience coordinating complex schedules and multiple content elements; previous experience running a production crew highly desirable
  • Experience with live streaming applications and encoders (e.g., Wirecast, YouTube Live, Facebook Live, Instagram Live) highly desirable, with the ability to quickly learn lesser-known streaming platforms in use by media outlets
  • Demonstrated ability to use web conferencing platforms (preferably Zoom) required
  • Willingness to work nights and weekends as needed, travel domestically and internationally on short notice, and remain on location to fulfill production requirements on tight deadlines
  • Valid passport required
  • Ability to obtain and maintain a Moderate Risk Public Trust (MRPT) clearance
  • Comfortable working in high-stress, fast-paced live production environments; unflappable, flexible, and able to adapt quickly and professionally to changes during a live production scenario
  • Ability to interact with international audiences, on-camera talent, and high-level dignitaries in a professional manner; experience working with VIP talent preferred
  • Ability to haul, set up, and strike camera, ground-support, audio, and lighting equipment for studio and field production
  • Fluent in Mac OS and word processing applications; working knowledge of Windows preferred
  • Working knowledge of social media platforms including X (Twitter) and Facebook
  • Experience with green screen lighting, shooting, and editing highly desirable
  • Experience with web development and working knowledge of HTML and WordPress highly desirable
  • Highly organized, self-motivated, and self-directed, with the ability to balance multiple responsibilities on tight deadlines as part of a collaborative team
  • Must maintain constant readiness through proactive monitoring of task coordination via email and messaging platforms
