Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented in response to the status of the State budget. PLP 2025 requires each full-time employee in Bargaining Unit 1, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.
This is a Limited Term positions which may be extended or become permanent.
Under the general direction of the Regional Personnel Administrator (RPA) (CEA A), Human Resources (HR), this position serves as Program Manager on all personnel functions related to the Regional Human Resources Office (RHRO) - Southern, CCHCS. The Staff Services Manager (SSM) II supervises, organizes and directs the workload of SSM Is, analytical, and technical staff who perform a wide variety of complex HR issues for the RHRO which includes expedited hiring, Certifications, Classification & Pay (C&P), Position Control, Audits, Worker's Compensation, Non-Industrial Disability, State Disability, Health Benefits, Personnel Transactions, Non-Punitive Terminations, Adverse Actions, State Personnel Board Hearings, Field Liaison staff and/or Business Information System (BIS)/Telestaff assigned at respective institutions. The SSM II will assess best HR practices, develop audit tools, conduct audit and analysis of HR processes and provide alternate methods sustaining the new processes in accordance with the HR mission of CCHCS in order to provide excellent, accurate and timely HR services.
Travels statewide to attend recruiting initiatives and necessary hiring events representing CCHCS and interacting with potential future applicants. Assists with the coordination subject matter experts for conferences, local job fairs, and other recruitment events.

Travel may be required.
The position(s) is eligible for remote centered work, in accordance with the Statewide Telework Policy and will be required to report to the office as needed/required. The successful candidate must reside in California upon the start of a telework arrangement, pursuant to Government Code sections 14200-14203 .
