Position Summary:

Pharmacist-in-Charge (PIC) is the designated licensed pharmacist responsible for the overall operation, management, and regulatory compliance of the pharmacy. The PIC provides direct oversight of pharmacy staff and dispensing activities and ensures the safe, accurate, and lawful dispensing of medications in accordance with federal and state pharmacy laws, Drug Enforcement Administration (DEA) regulations, Food and Drug Administration (FDA) requirements, applicable accreditation standards, and organizational policies and procedures.

Th PIC directs all pharmacy operations to support quality outcomes, inspection readiness, and operational effectiveness. Core responsibilities include oversight of controlled substance management, documentation and recordkeeping, workflow execution, staff training and supervision, and ongoing compliance monitoring. The PIC is accountable for maintaining a compliant, organized, and audit-ready pharmacy environment and supports the successful launch, stabilization, and sustained performance of the pharmacy location through disciplined operational oversight and effective leadership.

Essential Functions:

Clinical & Dispensing Oversight

  • Provide direct professional supervision of all prescription dispensing activities to ensure accuracy, safety, and regulatory compliance.
  • Verify prescription validity, clinical appropriateness, dosing, route, strength, and directions prior to dispensing.
  • Perform and document required drug utilization reviews (DURs) and clinical interventions in accordance with policy and regulation.
  • Provide patient counseling and medication education consistent with applicable laws, regulations, and professional standards.
  • Administer immunizations and injectable therapies as permitted by Oklahoma state law, scope of practice, and organizational policy.
  • Identify, document, investigate, and report medication errors, adverse drug events, and near-miss incidents in accordance with quality and regulatory requirements.

Regulatory & Compliance Accountability

  • Serve as the designated Pharmacist-in-Charge in accordance with Oklahoma Board of Pharmacy requirements.
  • Ensure ongoing compliance with all applicable federal, state, and local pharmacy laws and regulations.
  • Maintain full compliance with Drug Enforcement Administration (DEA) requirements, including controlled substance ordering, receipt, storage, inventory, documentation, and reporting.
  • Ensure compliance with FDA requirements and manufacturer-imposed restrictions, including limited distribution and REMS programs, as applicable.
  • Maintain complete, accurate, and audit-ready pharmacy records, including prescription records, controlled substance logs, temperature logs, and required postings.
  • Lead pharmacy readiness for Board of Pharmacy inspections, audits, and accreditation surveys.
  • Proactively identify, escalate, and remediate compliance risks, deficiencies, or inspection findings in a timely manner.

Operational & Financial Stewardship

  • Direct daily pharmacy operations, including staffing, workflow execution, and operational coordination.
  • Manage pharmacy operations within approved labor and expense parameters.
  • Oversee inventory management processes, including purchasing controls, expiration monitoring, and waste reduction.
  • Monitor and support performance related to accuracy, quality, safety, and operational efficiency.
  • Support new pharmacy location readiness, go-live execution, stabilization, and sustained operational performance.
  • Perform additional duties as required to support pharmacy operations and organizational objectives.

Leadership & Team Development

  • Recruit, onboard, train, and supervise pharmacy personnel in accordance with organizational and regulatory requirements.
  • Ensure all pharmacy staff maintain appropriate licensure, certifications, registrations, and continuing education.
  • Delegate tasks appropriately while maintaining required pharmacist supervision and accountability.
  • Conduct performance evaluations, provide coaching, and administer corrective action as necessary.
  • Promote a culture of accountability, professionalism, quality, and continuous compliance.

Strategic & Growth-Oriented Contribution

  • Collaborate with regional and enterprise leadership on operational initiatives and performance improvement efforts.
  • Participate in workflow design, process improvement, and system optimization initiatives as assigned.

  • Participate in on-call rotation as required to support pharmacy operations and patient care needs.

Education and Experience:

  • Doctor of Pharmacy (PharmD) or Bachelor of Pharmacy
  • Active, unrestricted pharmacist license (U.S.) with the State Board of Pharmacy
  • Multi-state licensure and willingness to obtain licensure in other states (preferred)
  • CSP or BPS certification (preferred)

Knowledge, Skills, and Abilities:

  • Current knowledge of all applicable federal, state, and local pharmacy laws, rules, and regulations applicable to the practice of pharmacy.
  • Familiarity with workflow concepts relating to the practice of retail pharmacy.
  • Shows full understanding of controlled substance rules and regulations as dictated by the Drug Enforcement Agency, as well as state and local laws and regulations.
  • Knowledge in counseling patients regarding the clinical benefit and use of their customized medication.
  • Expertise in understanding third party plan coverage options for customized medication patients.
  • Thorough understanding of benefits investigation and pharmacy billing operations for commercial and Medicaid/Medicare members.
  • Possesses leadership skills and abilities: time management and organizational skills; professionalism; communication skills, both oral and written; ability to prioritize effectively; and ability to delegate effectively.
  • Ability to organize and plan the activities of subordinates, and to delegate appropriately.
  • Organizational skills sufficient to maintain consistently accurate records.
  • Ability to evaluate options and to make efficient decisions.
  • Computer skills that include proficiency with spreadsheets and use of the internet, as well as word processing, and efficient use of the internet and e-mail.
