The Air Force Civilian Service (AFCS) is looking for a Permanent, Full-Time, Civil Engineer, NH-0810-03 (GS-12/13 Equivalency) to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Operations Directorate (CO), Engineering Division (COS), Airfield Pavements and Transportation Networks Branch (COSA), Tyndall Air Force Base, FL. • This is an OBLIGATED position. The occupancy of this position is limited to the return of the former incumbent with statutory return rights.

Qualifications/Requirements:
The primary purpose of this position is to Supports the Air Force Civil Engineer (CE) community at all levels of command. Assists AF/A4C to develop policy and then promulgates that policy through a myriad of products; including publications, training programs, technical support, concepts of operations and other guidance. Additionally, assists the major commands (MAJCOMs) and base civil engineers (BCEs) in implementing that policy through technical, operational, contingency, field support and programs.
• Must be a U.S. Citizen
• Must be able to obtain and maintain a Secret Security Clearance
• Position requires drug testing
• May be required to work irregular duty hours including evenings, weekends, and/or holidays on occasion
• Occasional travel away from the regular duty location may be required
• Manages AM Program Policy and Guidance. Leads TNAP asset management and real property segmentation integration programs. Identifies, develops, revises, and implements HQ AF Civil Engineer AM program policy and guidance to satisfy legally mandated requirements, executive orders, department directives, and AFCEC AM policies.
• Provides technical oversight and consultant services to Air Staff, AFIMSC, MAJCOMs, and installations on Air Force TNAP Asset Management Program.
• Supports DAF Civil Engineer Program Resource Allocation, Planning, Programming, and Budgeting. Assists AM Portfolio SMEs determine AF Civil Engineer Asset Management program resource needs and priorities, effectively distributing resources to accomplish the DAF Civil Engineer goals and mission essential tasks. Accounts for effective resource use, controls program costs, and determines the best approach for resolving resource shortfalls.
• Represents the Air Force on committees and technical working groups staying current on policy and technical developments. Serves on various working groups such as integrated process teams, quality control committees, the Federal Aviation Administration (FAA) Office of Safety and Standards, FAA Hughes Technical Center and International Civil Aviation Organization (ICAO).
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
• Professional knowledge of engineering in a civil engineer discipline; installation planning and acquisition concepts; and strategies, principles, practices, and extensive familiarity with architecture and other engineering disciplines.
• Extensive knowledge of pavement concepts, principles, practices and familiarity with engineering disciplines, construction practices, techniques, condition assessments, materials, equipment, pavement evaluation methodology, and their impacts on aircraft safety and operation, to determine compliance with federal, state, and local codes and regulations.
• Professional knowledge of civil engineer principles, practices, techniques, and procedures, to effectively lead and manage engineering functions associated with pavement programs and project development, execution, training, and advisory services in planning, design, and/or construction, operations, and maintenance of transportation infrastructure.
• Knowledge of standard contracting regulations, practices, and procedures, AF engineering and planning programs; sound business practices; asset management principles, AFCEC responsibilities; performance and process improvement principles; and federal Planning, Programming, and Budgetary System (PPBS).
• Ability to plan and organize work, coordinate the work of other engineer disciplines, maintain good working relationships, and gain support for program goals using skills in written and oral communications to disseminate guidance, letters, bulletins, etc., conduct briefings, and present issues and recommendations and maintain good working relations with co-workers and to gain support for program goals.
• Knowledge of automated data processing concepts, Geographical Interface Systems, sustainment management systems, pavement structural software, data systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
OTHER REQUIREMENTS/SIGNIFICANT FACTS:
For Civil Engineer (0810):
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
