Job description
APTIM is seeking a seasoned Project Radiation Safety Officer (PRSO) to provide leadership, technical authority, and regulatory oversight for Department of Energy (DOE) Decontamination, Decommissioning, and Remediation (DD&R) projects at Naval Nuclear Laboratory (NNL) - Bettis Laboratory Site in West Mifflin, Pennsylvania. The PRSO is responsible for the development, implementation, and execution of project radiological control programs to ensure the health and safety of workers, the public, and the environment throughout all phases of DD&R operations.
Serving as the senior radiological authority for the project, the position provides overall direction and oversight for radiological work planning, field execution, and compliance with 10 CFR 835, applicable DOE directives, project Radiation Protection Program, and other APTIM and project-specific requirements. The PRSO interfaces with DOE and client representatives, project management, engineering, work planning, operations, and subcontract personnel to integrate radiological hazard controls into complex demolition, remediation, and waste management activities.
The PRSO leads and mentors a team of radiological control technicians and supervisors; oversees personnel qualifications and training; ensures radiation detection and measurement instrumentation programs are effective; and is accountable for radiological surveys, sampling, RWPs, and data integrity. This role requires demonstrated leadership, advanced technical expertise, sound judgment, and the ability to manage radiological risk in active and legacy radiological environments.
All duties are performed in alignment with APTIM's core values and commitment to safety, quality, and regulatory excellence, supporting the safe, compliant, and efficient execution of high-hazard DD&R projects while meeting client and stakeholder expectations.
General Responsibilities:
- Develop, implement, and maintain a comprehensive Radiation Protection Program in accordance with 10 CFR 835, applicable DOE directives, and APTIM and project-specific requirements to support safe and compliant DD&R operations.
- Provide leadership and oversight of Radiological Control Supervisors and Technicians, ensuring appropriate staffing levels, qualifications, and field coverage to meet project objectives, milestones, and approved work schedules.
- Manage and oversee all radiological control elements of the project, including personnel training, job coverage planning, radiation detection and measurement instrumentation, radiological surveys, and radiological sampling programs.
- Review, interpret, and evaluate radiological survey and sampling data to assess radiological conditions, support work planning and execution, and ensure compliance with regulatory and contractual requirements.
- Lead and contribute to the development, review, and approval of site-specific radiological documentation, including Radiation Protection Program documents, radiological procedures, technical work documents, and Radiological Work Permits (RWPs).
- Provide instruction, guidance, and technical support to project personnel regarding radiological hazards, controls, and best practices, promoting a strong radiological safety culture across all work activities.
- Serve as the Health Physics and Radiation Safety Subject Matter Expert, interfacing with project management, clients, regulators, auditors, and other stakeholders as required to support project success and regulatory compliance.
- Exercise radiological control authority to direct, restrict, or stop work activities when radiological conditions, procedural noncompliance, or unsafe practices pose a risk to workers, the public, or the environment, and ensure corrective actions are identified and implemented prior to resuming work.
- Possess stop-work authority for radiological safety concerns, including the authority to suspend work, modify controls, or require additional surveys, monitoring, or protective measures to maintain compliance with regulatory and project requirements.
Basic Qualifications:
- Shall have at least a bachelor's degree in one of the physical sciences, industrial hygiene, or engineering from an accredited college or university.
- Minimum of eight (8) years of progressively responsible radiological control or health physics experience, with demonstrated leadership responsibility supporting DOE DD&R activities or equivalent complex radiological work environments.
- Current HAZWOPER 40-hour certification with up-to-date annual refresher training required.
- Ability to obtain and maintain medical qualification to wear respiratory protection without restriction in support of project requirements.
- Ability to perform work in modified Level D and Level C personal protective equipment (PPE), including the use of respiratory protection.
- Ability to work in both office and active construction or field environments, including walking, standing, kneeling, climbing, and lifting materials weighing up to 50 pounds.
- Willingness and ability to work overtime as required to meet project and operational needs.
- Proficiency in performing administrative and reporting functions using standard office software applications, including Microsoft® Word and Microsoft® Excel.
- Position requires the ability to access client and/or federal facilities. Candidates must possess a REAL ID-compliant driver's license or identification card, or another federally accepted form of identification, as required for site access.

As of the date of this posting, a good faith estimate of the current pay range for this position is $120,000 - $200,000 Per Year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
