Duties
Help
In an AFRC facility, incumbent's primary responsibility is the sourcing, procurement, and receipt of all dollar-denominated purchases of maintenance supply and materials required for the maintenance and upkeep of the AFRC property and grounds. Following the supervisor's instructions, works independently with minimal supervision to ensure the correct items are on-hand when needed. Generates required purchases using the procurement management software. Checks received items and then initiates and processes receiving reports interfacing with the contracting and accounting. In addition, may serve as the Ordering Officer and Contracting Officer's Representative for maintenance contracts. Maintains files as required. Coordinates with all contractors as well as local installation management staff. Manages the AFRC utilities budget establishing budget estimates while tracking consumption data interfacing with installation and IMA Budget staff reporting as required. Processes all related documentation, Assists the facility manager and chief engineer with the identification of Engineering Department CPMC (Capital Purchases Minor Construction) eligible purchases and projects while writing and processing related documentation. Briefs in-house staff on all Engineering and Project Management related issues to include project status and operating budget as required. Assists in the development and processing of SOW (Scope of Work) and SSJ (Sole Source Justification) as required. Further, using the procedures described above and following the specific input of engineering technicians, generates documentation required for Project Management-initiated construction and other projects. Upon project completion, manages the hand-over of project-related documentation required by the Engineering Department for future maintenance requirements. Serves as the department non-expendable property hand receipt holder. Assists the Facility Manager with administrative work and performs other duties as assigned.

Qualifications

A qualified candidate must possess the following:
-Progressively responsible experience indicating the ability to perform the duties as described above.
-Must have knowledge of the various supplies and materials needed for building and ground maintenance and upkeep, supply manuals, purchase requirements, and budgetary control methods and procedures.
-Must have experience with computers and the ability to research and analyze materials.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
-Experience with serving as a Contracting Officer Representative (COR).
-Experience with government purchasing card processes and regulations.
-Experience with purchasing requests/supply service requisitioning.
The Hale Koa Hotel will be having an in-person Job Fair on Tuesday, 1 September 2026, from 9:00 AM to 2:00 PM.

  • This job is open to candidates who live in this commuting area (the Island of Oahu). If determined that area of consideration is to be expanded, all candidates will be considered. If you reside outside of the local commuting area, relocation costs will be at your expense.

  • Payment of Permanent Change of Station (PCS) costs is not authorized based upon a determination that a PCS move is not in the Government interest.

Allowances and Differentials:
  • This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will be paid, contingent upon eligibility.
