POSITION DESCRIPTION: 

Qcells is seeking a Counsel to support Head of Trade Policy and Regulatory Affairs legal, trade, customs, and policy matters affecting its U.S. solar manufacturing and supply chain operations. 

This role will advise on international trade, customs compliance, regulatory risk, and policy developments impacting Qcells’ business. The position will work closely with legal, corporate affairs, compliance, supply chain, operations, and outside counsel to support Qcells’ strategic objectives in a rapidly evolving trade and energy policy environment. This position is based in Washington D.C and requires working on-site five days a week. Some travel required approx. 10-15% 

RESPONSIBILITIES: 
  • Advise on international trade matters, including antidumping and countervailing duty (AD/CVD) proceedings, circumvention inquiries, and other trade issues. 

  • Monitor and assess trade, customs, energy, and manufacturing policy developments affecting Qcells. 

  • Coordinate with government agencies, industry associations, outside counsel, and other external stakeholders on trade, customs, and policy matters. 

  • Support internal compliance programs related to customs, trade, supply chain diligence, and import controls. 

  • Advise on renewable energy and domestic manufacturing incentives, including Sections 45X and 48E under the Inflation Reduction Act. 

  • Support compliance with Uyghur Forced Labor Prevention Act (UFLPA) and other forced labor and supply chain diligence requirements. 

REQUIRED QUALIFICATIONS: 
  • JD from an accredited U.S. law school and active bar membership in at least one U.S. jurisdiction. 

  • 5+ years of relevant legal experience in international trade, customs, compliance, regulatory law, or a related area. 

  • Strong knowledge of U.S. trade remedies, customs rules, and compliance frameworks affecting manufacturing and global supply chains. 

  • Familiarity with renewable energy, solar manufacturing, or domestic manufacturing incentives. 

  • Experience working with federal agencies, outside counsel, and cross-functional business teams. 

PREFERRED SKILLS: 
  • A practical, business-oriented lawyer with strong judgment and the ability to translate complex trade, policy, and regulatory issues into clear guidance. 

  • Highly organized and able to manage multiple trade, policy, and customs compliance workstreams at the same time. 

  • Collaborative, responsive, and comfortable working with internal business teams, outside counsel, government agencies, and industry partners. 

  • Strong communicator with excellent drafting, analytical, and project-management skills. 

COMPENSATION: 

In accordance with applicable pay transparency laws, the anticipated annual base salary for this position is: 

  • Zone 1 (Bay Area, NYC): $184,900 – $231,100   

  • Zone 2 (CA, NJ, NY, DC): $169,500 – $211,900 

  • Zone 3 (All Others): $154,100 – $192,600 

The applicable salary range is based on the employee’s primary work location. Individual compensation will be determined based on qualifications, relevant experience, education, skills, internal equity, and other business-related factors.

Actual compensation is influenced by a wide array of factors including but not limited to, skill set, education, licenses and certifications, essential job duties and requirements, and the necessary experience relative to the job’s minimum qualifications.
