Next Review Date - August 10, 2026 About the Position Lane County Technology Services is seeking an experienced GIS Developer & Systems Analyst to help shape the future of enterprise GIS for one of Oregon's largest local governments. This is an opportunity to work on complex, enterprise-scale GIS solutions that support critical county services—from public safety and transportation to land management, elections, and public health. In this role, you'll design, develop, integrate, and support modern GIS applications and infrastructure while helping guide the evolution of Lane County's enterprise GIS environment. You'll build seamless connections between GIS and enterprise business systems, automate complex workflows, modernize existing applications, and develop innovative solutions that improve how County departments serve our community. This position is ideal for someone who enjoys solving complex technical challenges, collaborating across disciplines, and continuously improving systems through thoughtful development, design, and automation. Success in this role requires strong software development skills, deep knowledge of ESRI technologies, and the ability to translate business needs into scalable, reliable GIS solutions. Successful candidates will bring experience with: Administering and supporting ArcGIS Enterprise, including services, security, upgrades, and performance monitoring. Developing applications using technologies such as JavaScript, React, Arcade, Python, ArcPy, SQL, .NET, or comparable development frameworks. Designing integrations between GIS and enterprise business applications. Managing enterprise geodatabases using SQL Server, PostgreSQL, SDE, and File Geodatabases. Developing automation, ETL processes, backend services, and scripting solutions. Creating modern GIS applications, web tools, and process-driven solutions using the ESRI platform. Supporting enterprise GIS architectures, versioning strategies, and continuous improvement initiatives. While this is a non-supervisory position, you'll serve as a technical leader by helping shape best practices, mentoring colleagues through collaboration, and driving innovation across Lane County's growing GIS ecosystem. About the Technology Services Department: Mission Statement: Solutions, Service, Value Lane County Technology Services is a regional leader in delivering innovation and infrastructure to our customers and partners that maximizes the value from every technology dollar spent. In addition to serving internal customer needs, for over 50 years Lane County has hosted Regional Information Services as well serving local cities and other partners with shared datacenter, networking and application services. We are dedicated to helping our customers meet their business needs through excellent customer service and integrated solutions. Schedule: Monday - Friday; 8:00am - 5:00pm *This is an ADMIN-PRO represented position* Training: Bachelor's degree in a field related to area of assignment; and sufficient experience as necessitated by the competency level of the position. Experience: Advanced Level: 5-8 years of progressively responsible professional experience in area of assignment. Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Preferred Certifications: ESRI technical certification is preferred. Preferred Qualifications: Demonstrated ability to analyze, refactor, and modernize legacy codebases while ensuring continuity of operations and improved system performance. Deep experience troubleshooting application and system logs, conducting root cause analysis, and resolving complex performance and scalability issues. Proven ability to communicate effectively with technical and non-technical stakeholders, including delivering clear technical guidance and documentation. Special Requirements: As a condition of employment, this position requires a criminal background investigation, including fingerprints, and a security clearance as required by State and Federal regulatory requirements. This position requires the ability to obtain and maintain the security clearance required for the assignment. Due to federal security requirements, U.S. citizenship is required. An Oregon driver license is required at time of appointment.
