Job description

POSITION: Data Collector

REPORTS TO: Chief Assessor

POSITION OVERVIEW: An employee in this class performs technical work related to the collection of data for all types of real property to enable a value to be placed on a property for ad valorum taxation. The employee performs field and office duties with little supervision, as well as related work as required, in accordance with general guidelines received from the Chief Assessor.

EDUCATION / EXPERIENCE:

Any combination equivalent to education and experience that provides the required skill and knowledge is qualifying. Typical qualifications would be equivalent to:

High School Diploma required, one year office experience, and candidate will be within two years to obtain a Certified Public Evaluators license paid for by the County.

EMPLOYMENT STANDARDS: To perform this job successfully, an individual must be able to go into the field to collect pertinent data for all types of properties, and enter the information into the computer. Must be able to read a tape measure in relation to obtaining sizes of improvements, read assessment maps, and use laptop computers to aid in identifying the property.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

An employee in this classification is responsible for performing assignments that are technical in nature and are carried out in accordance with assessment practices, procedures and precedents. Specific job duties include the following:

· Ability to follow oral and written instructions.

· Ability to learn assigned tasks readily and to adhere to prescribed departmental procedures.

· Ability to read assessment maps, and keeps field maps up to date.

· Ability to learn basic assessment practices, and computer assisted mass appraisal methods.

· Ability to work independently and organize fieldwork effectively.

· Attend classes paid for by the County to obtain a State Certified Pennsylvania Evaluator’s License within two years of employment, and commit, upon obtaining the license, to remain with the County for 2 years.

· Ability to interact in a positive and effective manner, and to establish and maintain positive work relationships with co-workers, other departments, and the public.

· Responsible for entering field data into the MAS computer system, including sketching buildings into the computer.

· Responsible for accuracy of information collected in the field.

· Ability to make simple arithmetical computations accurately.

· Ability to learn to read and understand building construction plans and specifications

WORK ENVIRONMENT / PHYSICAL STANDARDS:

While performing the duties of this job, the employee is regularly required to drive to a variety of locations throughout Somerset County that may take up to an hour to arrive at. Depending on the number of properties being visited the employee may need to get in and out of a vehicle in excess of 20-40 times per day to view and measure buildings. The walking distance and surface may vary, such as the need to walk where properties are gated, walk on uneven surfaces that may include snow or mud covering. A person in this position works in all types of weather & temperatures. Ability to lift 10-15 lbs. The noise level in the work environment is usually moderate.
