Job description

This position is located in a Nebraska State Office throughout USDA, Rural Development. As Administrative Officer provides support on a variety of issues that cross program and administrative lines. Develops/collaborates on administrative aspects of policies, operating procedures, projects, and systems necessary for the overall management and administration of State Office programs.
THIS VACANCY IS OPEN TO CURRENT EMPLOYEES OF USDA, RURAL DEVELOPMENT ONLY.Qualifications:Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates experience collaborating on administrative aspects of policies, operating procedures, projects, and systems necessary for the overall management and administration of State office programs. Experience in business management and administrative matters involving human resources management, contracting and procurement, budgeting, and fiscal management. Advise manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office. Analyze reports on workload, by program and activities to advise management of trends. Experience carrying out special projects related to the operations of the organization. Conduct studies and recommend ways to improve work methods, staff utilization, communication, and overall productivity. There is no education substitution for the GS-13 grade level.

You will receive credit for all qualifying experience, including volunteer experience.Education:Qualifications are based upon meeting specialized experience only.
