Damage Prevention & Right of Way Lead
The Opportunity
  • Damage Prevention & Right of Way (ROW) Lead at a growth-oriented downstream energy company
  • This position primarily supports our Billings, MT, operations, but will include support and travel to all Par Logistics sites, including those in WA, MT, WY, SD, and HI.
  • Reporting to the Damage Prevention & Public Awareness Manager, this role is responsible for acquiring, negotiating, and securing easements, rights-of-way, permits, licenses, temporary workspaces, and related land rights for pipeline and facility projects.
  • Perform tasks in the field including underground facility locating, excavation monitoring and enforcing damage prevention policies.

Key activities include:
Primary Duties and Responsibilities
  • Communicate with stakeholders and manage existing property rights to ensure compliance with contractual obligations, restrictions, and landowner agreements.
  • Respond to 811 One-Call tickets, including after-hour emergencies, mark underground facilities accurately using GPS-enabled locating equipment in accordance with state laws and company policy.
  • Support pipeline operations, maintenance, integrity management, and capital projects by obtaining necessary land rights and property access.
  • Monitor third-party activities (excavation, fencing, utility work, road construction, etc.) near pipelines and critical infrastructure to prevent accidental damage.
  • Conduct title research, review title commitments, deeds, surveys, plats, and other land records to identify ownership interests and encumbrances.
  • Coordinate with landowners, tenants, government agencies, legal counsel, engineering teams, surveyors, and environmental specialists.
  • Maintain accurate land records and documentation in company databases and records management systems.
  • Conduct visual site inspections before, during, and after third-party work in the near Pacific facilities, escalating any violations or risks.
  • Enforce rights-of-way integrity through consistent patrolling and engagement with landowners, contractors, and government agencies.
  • Document all activities, communication, and outcomes using Par Pacific's designated field reporting systems.
  • Participate in public meetings, stakeholder outreach efforts, and project presentations as needed.
  • Maintain pipeline & right of way markers, oversee and coordinate right-of-way maintenance activities, coordinate & assist with air/ground patrols.

Regulatory Compliance & Documentation
  • Ensure compliance with:
    • PHMSA damage prevention and public awareness regulations (49 CFR 192.614 and 195.442),
    • DOT safety standards for transportation and maintenance activities,
    • FMCSA regulations when operating commercial vehicles.
  • Participate in internal and external audits by maintaining accurate and timely records of locates, patrols, communications, and inspection findings.
  • Conduct and document facility line walks, right-of-way patrols, vegetation management reviews, and visual assessments for corrosion, encroachment, erosion, and third-party activity.
  • Support incident investigation teams with technical findings and documentation related to damage events or near misses.
  • Participate in emergency response activities and drills, including spill containment, fire protection procedures, and evacuation protocols.

Stakeholder Communication & Outreach
  • Facilitate landowner communications regarding inspections, maintenance activities, emergency response access, and project development.
  • Distribute public awareness materials and assist with community outreach in line with API RP 1162 public education programs.
  • Communicate effectively with internal teams, including Legal Department, Terminal Operations, Integrity Management, Safety, and Compliance.

Qualifications
To meet the basic qualifications for this role, you will have legal authorization to work permanently in the United States for any employer without requiring a visa transfer or visa sponsorship.
Additional qualifications include:
Minimum Qualifications
  • HS Diploma or GED is required.
  • Minimum 3 years of Right of Way or Damage Prevention, or related experience supporting utility, pipeline, survey or energy industry.
  • Must be proficient with Microsoft Suite.
  • Experience in reading legal documents, maps, plat books, and researching county records.
  • Must possess and maintain a valid driver's license with a satisfactory driving record.
  • Ability to lift up to 50 pounds and perform manual labor.
  • Ability to work outdoors year-round in varying weather conditions (heat, cold, wind, rain, snow).
  • Must be able to wear all required PPE, including FR clothing, gloves, steel toed boots, eye and ear protection, respirators, and fall protection.
  • Comfortable working at elevated heights using ladders, scaffolding, or man lifts.
  • Willing to work overtime, participate in on-call rotations, and respond to emergency callouts.

Preferred Qualifications
  • Bachelor's degree in business, engineering, or a related field preferred.
  • Prior experience with utility locating, pipeline operations, or midstream energy infrastructure.
  • Familiarity with integrity management programs, encroachment management, and damage prevention initiatives.
  • Experience with GIS, mapping systems, and electronic land records management tools.
  • Familiarity with PHMSA damage prevention regulations, DOT/FMCSA compliance, and operating procedures.
  • Basic mechanical aptitude and understanding of underground facility construction.
  • Experience with electronic locate ticket systems and/or ROW management platforms (e.g., UtiliSphere, iSITE, Irth Land Management).
  • OSHA 10/30, confined space entry, or HAZWOPER certifications.
