What is a LIHTC Development Analyst?

LIHTC Development Analysts are professionals who specialize in the financial analysis and management of affordable housing projects that utilize the Low-Income Housing Tax Credit (LIHTC) program. They evaluate project feasibility, prepare funding applications, build financial models, and ensure compliance with federal and state regulations. Their work is critical for developers and organizations seeking to create and maintain affordable housing, as they guide projects from inception through completion and help maximize the benefits of tax credit allocations.

What are some common challenges faced by a LIHTC Development Analyst during the underwriting and application process?

As a LIHTC Development Analyst, one of the most common challenges is navigating the complex and evolving compliance requirements set by federal and state agencies. Analysts must ensure that all documentation, financial projections, and application materials are accurate and thoroughly vetted to avoid delays or denials. Coordinating with multiple stakeholders—such as developers, legal teams, and government agencies—can also be demanding, requiring strong communication and project management skills. Successfully managing tight deadlines and adapting to regulatory changes are crucial aspects of the role.

What are the key skills and qualifications needed to thrive as a LIHTC Development Analyst, and why are they important?

To thrive as a LIHTC Development Analyst, you need expertise in affordable housing finance, strong analytical abilities, and a solid understanding of Low-Income Housing Tax Credit (LIHTC) regulations, typically supported by a relevant degree in finance, real estate, or urban planning. Familiarity with financial modeling software, Excel, and LIHTC compliance systems is essential, as are certifications like HCCP (Housing Credit Certified Professional). Attention to detail, effective communication, and problem-solving abilities are crucial soft skills for collaborating with diverse stakeholders and managing complex projects. These skills and qualifications are vital to ensure accurate deal structuring, regulatory compliance, and successful delivery of affordable housing projects.

  • Support equity releases, loan conversions to permanent financing, and other financing activities associated with development and stabilized assets.

  • Ensure compliance with LIHTC, LURAs, HOME, Section 8, RAD, and other applicable federal, state, and local affordable housing programs.

  • Oversee regulatory audits, physical inspections, investor reporting, and communication with lenders, investors, and governmental agencies while resolving complex compliance and operational issues.

  • Review legal, financial, partnership, and regulatory documents to identify risks, recommend solutions, and protect ownership interests.

  • Partner with Property Management, Development, Accounting, Compliance, and Executive Leadership to support financial performance, occupancy, capital planning, and long-term portfolio strategy.

  • Conduct periodic site visits to evaluate property condition, operational performance, capital needs, and regulatory compliance.

  • Monitor national financing trends, market conditions, and affordable housing programs to identify opportunities and inform portfolio strategy.

  • Mentor and provide guidance to Asset Managers and other team members while contributing to departmental best practices and continuous improvement.

What You'll Bring
  • 7+ years of progressive experience in asset management and/or affordable housing, including substantial direct experience managing multifamily affordable housing assets.

  • Strong financial expertise and advanced analytical skills, including financial statement analysis, NOI, cash flow, budgeting, forecasting, capital planning, financial modeling, investment analysis, and advanced Microsoft Excel proficiency.

  • Deep knowledge of LIHTC and affordable housing programs, including LURAs, HOME, Section 8, RAD, partnership structures, Year 15, investor requirements, regulatory compliance, and investor audits.

  • Demonstrated experience with complex asset-level transactions, including refinancing, recapitalization, restructuring, investor buyouts/exits, dispositions, equity releases, and permanent financing.

  • Experience working directly with investors, lenders, syndicators, governmental agencies, and other affordable housing industry stakeholders, with the ability to review complex legal, financial, partnership, and regulatory documents and protect ownership interests.

  • Proven ability to independently manage a portfolio and provide high-level strategic guidance, including identifying financial and operational risks, developing recommendations, making sound decisions, and mentoring other Asset Managers or real estate professionals.

  • Bachelor's degree in Finance, Real Estate, or a related field required

  • Valid driver's license and ability to travel, including overnight travel, as needed.
