Job description

Lighthouse Lab Services is currently seeking a dynamic and people-centered Technical Lab Manager to join and lead a Quality organization during a period of continued growth and transformation for an established and growing full-service calibration laboratory.

The Laboratory Technical Manager serves as the company's senior technical authority for calibration laboratory operations, measurement science, NAVSEA/clean room compliance, accreditation support, and capability development. This position provides technical leadership across laboratory programs and ensures continued compliance with ISO/IEC 17025, customer requirements, NAVSEA requirements, controlled-environment expectations, and applicable regulatory standards.

The Laboratory Technical Manager is responsible for technical oversight of calibration activities, measurement uncertainty analysis, scope of accreditation development, technical reviews, certificate signatory authority, clean room technical compliance, and laboratory data integrity. The position directly supervises Quality Assurance personnel and partners with Production Management to ensure technical excellence, measurement integrity, compliance discipline, and operational effectiveness throughout the organization.

This role serves as the company's designated Technical Manager under ISO/IEC 17025 and acts as a key technical liaison for accreditation bodies, customers, auditors, and industry organizations.

The Role You'll Play:

Technical Leadership and Oversight

• Serve as SCI’s primary technical authority for calibration methodologies, measurement science, traceability, NAVSEA requirements, clean room technical compliance, and laboratory technical operations.

• Provide technical guidance and mentorship to laboratory personnel in calibration practices,uncertainty analysis, clean room expectations, and accreditation requirements.

• Review, approve, and maintain technical procedures, work instructions, calibration methods, and controlled-environment technical documentation.

• Serve as Certificate Signatory for calibration certificates and approve technical revisions as required.

• Conduct technical reviews and final inspections to ensure accuracy, consistency, and compliance with accreditation, customer, and NAVSEA requirements.

• Maintain technician proficiency programs and competency assessments.

• Manage technical records and technical competency documentation. NAVSEA and Controlled Environment Compliance

• Support development, implementation, and oversight of NAVSEA laboratory requirements and controlled environment programs.

• Provide technical guidance related to clean room operations, contamination control, environmental monitoring, personnel practices, and documentation requirements.

• Partner with Quality and Production leadership to ensure clean room activities are performed in accordance with customer, NAVSEA, and internal procedural requirements.

• Review clean room discrepancies, support impact evaluations, and recommend corrective or preventive actions.

• Serve as a technical lead for clean room and controlled environment initiatives as assigned.

Measurement Uncertainty and Accreditation Scope Management

• Develop, validate, maintain, and periodically review all laboratory uncertainty budgets.

• Establish and justify Calibration and Measurement Capabilities (CMCs) for accredited services.

• Lead development and implementation of new calibration capabilities.

• Evaluate new equipment, standards, and measurement systems for inclusion within SCI’s scope of accreditation.

• Perform technical feasibility assessments and support accreditation body submissions for scope expansions.

• Ensure measurement traceability is maintained in accordance with ISO/IEC 17025 and applicable industry standards.

Quality and Compliance Support

• Partner with the Quality Manager to ensure continued compliance with ISO/IEC 17025 and customer-specific requirements.

• Perform technical impact assessments when laboratory standards or measurement systems are identified as out of tolerance.

• Support internal audits, accreditation assessments, customer audits, and corrective action investigations.

• Perform trend analysis of technical discrepancies and recommend corrective or preventive actions.

• Provide technical review and support for statements of conformity, decision rules, opinions, and interpretations.

• Maintain oversight of calibration data quality and technical integrity of laboratory records.

Personnel Leadership

• Directly supervise Quality Assurance Inspectors and support their professional development. • Establish technical competency requirements and training objectives for QA personnel.

• Conduct performance evaluations and provide ongoing technical coaching and mentorship.

• Foster a culture of technical excellence, accountability, clean room discipline, and continuous improvement throughout the laboratory.

Business Development and Strategic Growth

• Partner with Sales, Operations, Quality, and Executive Leadership to evaluate technical opportunities and support business growth initiatives.

• Review customer requirements and assess SCI’s capability to support new measurement services.

• Provide technical input for quotations, proposals, and statements of work involving new capabilities.

• Identify opportunities for scope expansion and strategic laboratory growth.

• Support customer visits, technical discussions, and capability presentations as SCI’s technical representative.

External Representation

• Represent SCI during accreditation assessments, customer audits, and technical reviews.

• Participate in industry organizations, standards committees, and metrology forums as appropriate.

• Maintain awareness of emerging accreditation requirements, clean room requirements, measurement technologies, and industry best practices.

• Promote SCI’s reputation as a leader in calibration, quality, and measurement science.

What You'll Bring:

• Minimum 10 years of experience in metrology, calibration, quality assurance, or precision measurement laboratory operations.

• Demonstrated expertise in ISO/IEC 17025 accredited laboratory environments.

• Experience developing, validating, and maintaining measurement uncertainty budgets.

• Strong understanding of measurement traceability principles and accreditation requirements.

• Experience conducting technical reviews and approving calibration data.

• Proven leadership experience within a technical or laboratory environment.

• Excellent written, verbal, and interpersonal communication skills.

Preferred Qualifications:

• Military PMEL, NAVSEA, NAVAIR, or Department of Defense metrology experience.

• Experience supporting accreditation assessments through ANAB, A2LA, or equivalent accreditation bodies.

• Experience with scope expansion and development of new laboratory capabilities.

• Experience with controlled environments, contamination control programs, or clean room operations.

• ASQ Certified Calibration Technician (CCT), ISO/IEC 17025 Lead Assessor, or equivalent professional certification.
