Civil Engineering Project Manager (PE), Land Development, Public Works, Municipal Infrastructure & Local Infrastructure, McAllen, TX
Halff is seeking a Professional Civil Engineer (PE) to join our expanding Land Development team as a Project Manager out of our McAllen, TX office location. In this role, you will lead and manage Land Development and Public Works/Local Infrastructure projects, including light industrial, office/warehouse developments, commercial and residential subdivisions, municipal roadway, trails and drainage. The ideal candidate brings at least 5 years of civil engineering experience in land development and public works/local infrastructure engineering. You are a technically strong, solutions-oriented professional who thrives on helping communities and developing cost-effective, maintainable, and sustainable designs for municipalities, government agencies, and private developers. This position offers an exceptional opportunity to build a long-term career with Halff, contributing to meaningful infrastructure projects while growing professionally and personally-with potential for future ownership in the firm.
What you will do:
  • Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated.
  • Assist in development and management of project scopes, budgets, and schedules.
  • Support in preparation of proposals and RFQs.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
  • Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
  • Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.

What you will need:
  • Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree.
  • Professional Engineer (PE) License in the State of Texas.
  • 5-10 years of experience, leading and/or supporting Land Development and Public Works/Local Infrastructure projects, including light industrial, office/warehouse developments, commercial and residential subdivisions, municipal roadway, trails and drainage.
  • Must have technical experience with land development software such as Civil 3D.
  • Excellent technical writing and communication skills.
  • Must be proficient in project management, administration, and supervision, with a focus on quality, integrity and success.
  • Experience with 2D modeling software packages are beneficial but not required.
  • Established client relationships in the Rio Grande Valley a plus.
