Job description

JOB SUMMARY

This position is responsible for maintaining rights of ways; for cleaning and installing new and existing drainage ditches, culverts, and storm drains; repairing roadways, water lines, and sewer; and performs other manual labor as assigned. All responsibilities may not be performed by all incumbents.

As a municipal organization, the City of St. Marys is an emergency provider of services. Some emergency situations, including weather related emergencies, may necessitate City of St. Marys employees to assist in areas of work which may not be directly related to the employees specific job function, but which will be within the physical capabilities, training, and skills of the employee.

MAJOR DUTIES

1.     Operates hand tools, power tools, and heavy equipment.

2.     Removes unwanted branches, grass, and trees.

3.     Maintains equipment.

4.     Inspects vehicles.

5.     Fills potholes.

6.     Sets up laser scope.

7.     Installs new and existing drainage ditches culverts, and storm drains.

8.     Repairs roadways, water lines, and sewer.

9.     Maintains right of ways.

10.  Performs all other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

1.     Knowledge of safety rules, policies, and procedures.

2.     Knowledge of heavy equipment operation, maintenance, and load limits.

3.     Knowledge of proper fuel mixture for some equipment.

4.     Skill in oral and written communication.

5.     Skill in operating various types of equipment.

6.     Skill in reading and interpreting safety rules, operation and maintenance instructions, and procedure manuals.

SUPERVISORY CONTROLS

The Roads and Ditches Maintenance Supervisor and/or Grounds Maintenance Crew Leader assign work in terms of somewhat general instructions. The supervisor spot-checks completed work for compliance with instructions and established procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include safety procedures, city and department policies and procedures, and PPE procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

·         The work consists of variety of equipment operation and maintenance duties. Removing fallen trees contributes to the complexity of the position.

·         The purpose of this position is to maintain rights of ways; to clean and installs new and existing drainage ditches, culverts, and storm drains; repairs roadways, water lines, and sewer; and performs other manual labor as assigned. Success in this position contributes to efficient and effective operations of this department.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

·         The work is typically performed while intermittently standing, sitting, walking, stooping, bending, or crouching. The employee frequently lifts light objects and occasionally lift heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

·         The work is performed in a noisy place or outdoors, occasionally in extreme heat, direct sunlight, cold or inclement weather. The employee is exposed to dust, dirt, and grease, and machinery with moving parts. Work requires use of protective devices such as masks, goggles, and gloves.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

·         High school diploma or equivalent required; and

·         Less than one year of related experience required; or

·         Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities to perform the work.

·         Possession of a valid state driver’s license issued for the type of vehicle or equipment operated.
