Green Hydrogen is central to our net-zero strategy. Where conventional hydrogen production generates significant CO₂ emissions, our technologies use renewable energy and water to produce hydrogen emission-free. Our Burlington team is responsible for taking electrolyzer technology from concept to a testable, sellable product - and right now, that program needs someone who can make deadlines real.
The Role
This is a delivery and execution role, not a product management role. You will not set technical direction, product strategy, or the R&D roadmap. Your mandate is to build structure, enforce deadlines, and drive cross-functional accountability so the technical direction others set actually gets delivered on schedule.
We are seeking a Senior Program Manager to join the H2 Center of Excellence (COE) R&D team in Burlington, MA. This role exists because our hydrogen program has run for years without the operating discipline it needs - plans slip, teams work in silos, and deadlines aren't held. You will fix that: establishing real project plans, weekly and monthly deadlines, and an accountability system that sticks, across engineering, chemistry, and our China-based hydrogen team.
You will need the credibility, tenacity, and communication skill to hold technical leads to their commitments and to drive alignment across teams - including situations where you do not have formal authority over the people you need to move, and where existing leadership has not enforced this discipline itself. This is a demanding assignment. It requires someone comfortable pushing people, having direct conversations about missed deadlines, and escalating clearly rather than absorbing slippage quietly.
Key Responsibilities
1. Deadline & Schedule Enforcement
  • Establish and enforce a structured cadence of weekly, monthly, and program-level deadlines across all active R&D workstreams.
  • Build and maintain project scope statements, project charters, stakeholder analysis and mapping plans, milestone schedules, and risk logs; escalate slippage immediately rather than absorbing it.
  • Monitor project and team members performance against project documents and elevate risks early to committed dates; drive resolution when priorities drift from HQ-directed objectives.
  • Track progress using a stage-gate, or hybrid process, and report status transparently - including where things are off track and why.

2. Cross-Functional Synergy (Engineering + Chemistry)
  • Identify where down silos between mechanical/electrical/controls engineering and the chemistry/materials team reside; force shared planning and joint accountability for integrated milestones.
  • Monitor structured problem-solving and root-cause sessions when technical or coordination issues stall progress.

3. China Liaison & Communication
  • Serve as reliable communication bridge between the Burlington team and the hydrogen team in China, ensuring HQ priorities are understood and reflected in the U.S. program plan.
  • Establish a consistent U.S.-Asia communication cadence and reporting rhythm.
  • Translate HQ expectations into concrete deadlines and deliverables for the Burlington team, and surface risks to HQ before they become surprises.

4. Team Organization & Operating Discipline
  • Bring structure to a team that currently lacks it: define how work gets planned, tracked, and reported.
  • Build the systems (trackers, dashboards, meeting cadences) needed to keep a distributed, multi-disciplinary team on a working schedule.
  • Push people, directly and diplomatically, to hit commitments. This role requires comfort with direct, sometimes uncomfortable conversations about missed deadlines.

5. Reporting & Escalation
  • Prepare and present regular status updates, KPI dashboards, and risk assessments to senior leadership.
  • Escalate systemic blockers - including leadership or prioritization issues - rather than working around them indefinitely.
  • Support government grant or program reporting where applicable (e.g., DOE, ARPA-E).

6. Safety & Compliance (support, not owned)
  • Ensure R&D activities meet safety, hazardous-materials, and EHS requirements, partnering with lab managers and the EHS team as process owners.
  • Maintain documentation for risk assessments, SOPs, and incident reports as needed to support the schedule.

What Success Looks Like in Year 1
  • Within 60 days: every active program has a current, HQ-visible project plan, milestone schedule, and risk log - no exceptions.
  • A consistent weekly and monthly deadline cadence is running and being held to, with visible follow-through on missed commitments.
  • U.S.-China communication rhythm is established and reliable.
  • At least one electrolyzer program has advanced through a major stage-gate (EVT or DVT completion).
  • Leadership has clear, current visibility into what's on track, what's slipping, and why.

Qualifications
Education & Experience
  • Bachelor's degree required. A technical, engineering, or STEM background is a plus but not a requirement - what matters far more is a demonstrated record of imposing structure and driving delivery in complex, matrixed organizations.
  • 8+ years managing complex projects or programs, ideally including at least one engagement where you inherited a disorganized, underperforming, or behind-schedule program and turned it around.
  • PMP certification preferred but not required; we weight demonstrated results over credentials.

Leadership & Results - the core of this role
  • A track record of setting deadlines and holding people to them - weekly, monthly, and program-level - in environments where you did not have direct authority over the people you needed to move.
  • Experience building cross-functional alignment between technical disciplines that don't naturally collaborate (e.g., engineering and chemistry/materials).
  • Demonstrated ability to manage up and sideways - including pushing back constructively on leadership when priorities or pace put delivery at risk.
  • Results-driven, not consensus-driven: comfortable being the person who sets the deadline and owns the follow-through.

Technical Fluency - helpful, not required
  • Ability to read a project plan, technical drawing, or test data well enough to hold engineering and chemistry teams accountable to specifics. Deep hydrogen/electrolyzer expertise is not required and will not be weighted over demonstrated delivery experience.
  • Familiarity with stage-gate, Agile, or hybrid R&D processes.
  • Proficiency with project management tools such as MS Project, Jira, Notion, or equivalent.

Communication
  • Excellent verbal and written communication skills, including executive-level reporting.
  • Experience working with international teams. Mandarin proficiency is a plus given regular collaboration with China-based teams, but is not required.

Safety, Quality & Compliance
  • General familiarity with lab/EHS safety practices sufficient to partner effectively with EHS and lab managers; deep expertise not required.

Compensation & Benefits
Salary: $150,000 - $175,000 base + Annual Performance Bonus (target 15%), depending on experience
