Job description

Position Summary

The Director of Housing Programs is responsible for the strategic oversight, operational management, compliance monitoring, and continuous improvement of the Agency’s housing programs and services. The position develops, implements, and monitors processes to ensure 100% compliance with contractual, regulatory, and funding requirements across all housing programs. The Director of Housing Programs works collaboratively across departments and with external partners to enhance program effectiveness, strengthen operational performance, ensure fiscal accountability, and improve service quality and housing outcomes for individuals and families experiencing homelessness throughout Los Angeles County.

Note: This position is conducted remotely; occasional in-person meetings are required; therefore, only applicants residing in LA County will be considered.

Primary Duties

These specifications are general guidelines based upon the minimum experience normally considered essential to the satisfactory performance of this job.

  • Provides direct supervision, coaching, performance management, and professional development to management and program staff, ensuring accountability, productivity, and alignment with Agency expectations, performance goals, and values.
  • Participates in strategic planning activities related to housing services, program expansion, operational capacity, and long-term sustainability, and supports implementation of Agency wide initiatives and priorities.
  • Responds to escalated client, landlord, vendor, funder, operational and programmatic issues and develops resolutions that support compliance, continuity of services, and positive stakeholder relationships.
  • Oversees HMIS data quality, reporting accuracy, performance metrics, and program outcomes to support compliance, informed decision making, continuous quality improvement, and achievement of contractual benchmarks.
  • Performs compliance assessments of contracts and programs to evaluate adherence to contractual, regulatory, and funding requirements, and develops updates to policies, protocols, and operational procedures to support ongoing compliance and program effectiveness.
  • Maintains extensive knowledge of the Coordinated Entry System (CES), including workflows, referral processes, prioritization standards, and housing navigation practices, as well as knowledge of the Enterprise Grants Management System (EGMS) and its application to contract management, reporting, invoicing, and grant administration.
  • Builds and maintains collaborative relationships with funders, community partners, housing providers, and internal departments, and represents the Agency at meetings, workgroups, media engagements, and other public-facing events related to housing programs and services.
  • Evaluates operational and programmatic processes and recommends improvements to enhance efficiency, service delivery, program performance while supporting the identification of new housing opportunities, funding sources, and strategic partnerships aligned with Agency goals and community needs.
  • Develops proposals, program budgets, budget narratives, and financial projections for new and existing housing programs, and monitors budgets and expenditures to ensure fiscal accountability, compliance with funding requirements, and alignment with program goals.
  • Develops, implements, and oversees monitoring tools, quality assurance processes, and compliance reporting systems to track performance outcomes, operational effectiveness, contractual obligations, and fiscal accountability, including preparation of daily, weekly, monthly, and ad hoc reports for executive leadership and stakeholders.
  • Collaborates with Accounting and other internal departments to support timely invoicing, accurate fiscal reporting, expenditure reconciliation, audits, monitoring visits, compliance reviews, and prompt reimbursement from funders.
  • Initiates ideas and assesses risk; delegates and follows through on projects; motivates and supports staff; maintains positive morale within the unit; encourages creative ideas and inter-group cooperation.
  • Performs special projects, assignments, and other duties as assigned in support of the Agency’s mission, values, and strategic priorities.
