Position Overview: This position supports the MCICOM G-5 Planning Support as a Deliberate Plans Section Planner. The MCICOM G-5 Directorate develops and executes strategic, operational, and contingency plans in support of Marine Corps installations and Fleet Marine Force readiness. The Deliberate Plans Section Planner provides senior operational planning expertise to support the full range of MCICOM installation and strategic planning efforts.

Position Responsibilities:
  • Provide support to MCICOM G-5 to establish and administer Marine Corps strategic and operational installation programs, projects, and actions.
  • Support development of Marine Corps plans, processes, procedures, and policy in support of enterprise-level basing programs, including DOTMLPF-C integration, Strategic Basing Program, Joint Basing, BRAC, and Force Design.
  • Assist in detailed planning related to installation matters, future installation concepts, and installation special projects.
  • Develop Planning Orders (PLANORDs), Operations Orders (OPORDs), and Letters of Instruction (LOIs) to implement installation actions and planning guidance.
  • Support Marine Corps responses to Congressional and public inquiries pertaining to basing actions, installation planning, and installation-related special projects.
  • Provide conference planning and meeting support, including pre-event planning, on-site coordination, and post-event activities for government and inter-agency conferences, symposia, and workshops.
  • Conduct reviews and propose updates to applicable orders, directives, and policies governing installation planning.
  • Develop and refine briefings, documents, and staff packages in support of installation planning and operations.
  • Develop and optimize tools for processing, analyzing, and tracking installation planning actions.
  • Provide recommendations for resolving installation planning issues and individual basing actions.
  • Provide technical written products, including briefings, information papers, decision papers, and official messages.

Requirements
Position Requirements:
  • Bachelor's degree required.
  • Over 10 years of experience in operational planning, military planning processes, or related fields.
  • Active Secret security clearance required.

Preferred Skills/Experience:
  • Bachelor's Degree in engineering, community planning, or facility management; or 10 years of experience as an analyst or program manager at the Service Component Headquarters or DoW level.
  • Project Management Professional (PMP) certification preferred.
  • Prior military experience preferred; familiarity with Marine Corps planning processes strongly desired.
  • Prior experience working on military basing programs preferred.
  • Knowledge of and experience using Microsoft Office software.
