Job description

Scope of the Project

The Division of Technology Services is responsible for developing, implementing, maintaining, and supporting multiple mission-critical applications for the Department of Social Services.

The Department seeks a highly motivated individual with strong software development skills to join the Web Application Development team in continuing the delivery of the new Economic Services Re-Engineering projects and the Refugee Management System.

Daily Duties / Responsibilities

Responsibilities include code development, unit testing, source code management, build management, integration testing, and deployment.

Major responsibilities include:

  • Interact with other software engineers and technical leaders to understand subsystem and component specifications and recommend changes to facilitate efficient and effective development.
  • Interact with representatives of industry and government organizations to understand and/or recommend data interchange formats, APIs, messaging strategies, application server software, hardware platforms, and virtual machine requirements.
  • Design and document subsystems and system components consisting of multiple object-oriented components working together to execute encapsulated functions within larger enterprise systems.
  • Implement and debug software subsystems and application components.
  • Develop and execute unit tests for subsystems and application components.
  • Participate in integrated testing of application components and subsystems across test and production environments.
  • Determine and communicate the implications of system-level decisions on subsystems and components while identifying opportunities to mitigate risks or leverage advantages.
  • Define and communicate component requirements and capabilities within the context of the larger system, project, and development team.
  • Support management of the team's technical infrastructure, including source code repositories, build systems, and testing environments under the guidance of senior engineers and project leads.
  • Participate in knowledge-sharing initiatives across the organization and mentor junior and aspiring software development engineers.
  • Perform assigned tasks efficiently while collaborating with the development team to ensure successful project delivery.
  • Serve as a key contributor within the Web Application Development team supporting the Economic Services Re-Engineering initiative, delivering a new Registration, Interview Center, and Eligibility System for the Department of Social Services.

Requirements

Required Skills (Ranked in Order of Importance)
  • Seven (7)+ years of experience independently designing and implementing medium- to large-scale software systems and components using .NET architectures.
  • Five (5)+ years of experience developing data-driven applications utilizing SQL databases as part of enterprise application architecture.
  • Five (5)+ years of experience developing web-based software systems utilizing N-tier architectures, dynamic content, highly scalable designs, and complex security models and implementations.
  • Two (2)+ years of experience developing applications using Angular.
  • Eligible to work in the United States.
Preferred Skills
  • Experience designing and developing Economic Services Eligibility applications (SNAP/TANF).
  • Experience working within Agile software development environments.
Required Education
  • Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent professional work experience.
Preferred Certifications
  • Microsoft Certifications (Development Technologies).
