Job Description – Software Developer / Programmer 3

Organization: Information Technology Operational Technology (J-OT) – Critical Business Systems Application Support & Development (JDP)

Location: Portland, Oregon (Hybrid)

Work Schedule: Full-time (up to 40 hours/week)

Telework: Routine telework eligible (3 days onsite every two weeks)

Travel: Up to 5%

On-Call: Required (rotational emergency support)

Position Summary

The Software Developer / Programmer 3 is responsible for designing, developing, enhancing, testing, and supporting enterprise software applications that support critical power scheduling and business operations. Working as part of an Agile development team, this role develops modern full-stack applications using C#, .NET, Angular, SQL Server, and related technologies while ensuring high availability, security, maintainability, and compliance with federal standards.

The position collaborates closely with business analysts, project managers, developers, QA engineers, and system users to deliver reliable software solutions that support mission-critical business systems.

Key Responsibilities
Software Development
Design, develop, test, and maintain enterprise applications using C# and .NET.
Develop RESTful APIs and backend services.
Build and maintain Angular-based web applications and user interfaces.
Implement Clean Architecture, Domain-Driven Design (DDD), and SOLID principles.
Develop CQRS command/query handlers and domain event processing.
Write PowerShell scripts to automate administrative and development tasks.
Database Development
Design and optimize Microsoft SQL Server databases.
Develop complex T-SQL queries, stored procedures, and schema migrations.
Ensure database integrity, performance, and scalability.
System Integration & Support
Troubleshoot production and pre-production application issues.
Support integrations using REST, WCF, and related service technologies.
Monitor system performance and recommend improvements.
Participate in change management and deployment activities.
Assist with application security and compliance initiatives.
Analysis & Collaboration
Participate in requirements gathering sessions.
Translate business requirements into technical solutions.
Collaborate with cross-functional Agile teams.
Communicate technical concepts to technical and non-technical stakeholders.
Quality Assurance
Perform peer code reviews.
Maintain unit and integration tests.
Follow established development, testing, and deployment standards.
Produce clean, maintainable, and well-documented code.
Technical Leadership
Mentor junior developers.
Assist with technical planning and task estimation.
Review code and provide technical guidance.
Help identify technical risks and recommend solutions.
