Job description

Ocean Bay, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Joint Training Requirement Specialist. This position includes the Gulf Coast and Southern states such as Texas, Louisiana, Florida, and Alabama. These JFHQs-State are critical for disaster response, maritime operations, and support to Southern Command (SOUTHCOM)
Position Description:
  • The Joint Training Requirements Specialists (JTRS) Subject Matter Experts (SMEs) supports the 54 States and Territories, JFHQ Staff, and other National Guard (NG) organizations within the Joint Training System. They operate in the National Guard Bureau Joint Exercise Division (NGB-J37) as the staff proponent for National Guard Bureaus training readiness analysis relevant to domestic operations. The NGB J37 ensures these functions are integrated and complementary. Chief among these efforts is the utilization of the Joint Training System (JTS) of record, Joint Training and Information Management System (JTIMS), Joint Exercise Life Cycle (JELC) support, Joint Lessons Learned Information System (JLLIS), and Defense Readiness Reporting System (DRRS).
    • Prepare and conduct workshops and/or developing trainings to improve or enhance focus area for joint training readiness.
    • Demonstrate high level of competence with all phases of the JTS training; requirements, planning, execution and assessment for successful JTS integration.
    • Serve as an Observer, Controller, Trainer (OC/T) during exercises or training events
    • Support the execution of state or territory hosted training exercises or events
    • Develop Mission Training Assessments (MTA), supporting JMET development
    • Update and complete JTPs, develop training objectives (TO), and Training Performance Assessments (TPA)
    • Support JELC development.
    • Use the JTS and JELC process to support the 54 JFHQs-State/territory in designing, planning, preparing, executing and evaluating joint training events
    • Support the development of JFHQs-State/territory Joint Training Plans.
    • Assist in supporting Joint Staff Subordinate Organizations in the development of J/AMETLs. Subordinate Organization J/AMETLs are state/territory specific tasks that are based on JFHQ Commander's assessment. Subordinate Organization J/AMETL tasks are selected to support J/AMETL tasks and are utilized in determining training assessments. Subordinate Organizations can include Homeland Response Forces (HRFs), Chemical, Biological, Radiological, Nuclear Responses Force - Package (CERFP), Weapons of Mass Destruction Civil Support Team (WMD-CST).

Position Requirements:
  • U.S. Citizenship
  • Bachelor's Degree in relevant field
  • 10+ years' of relevant experience to include:
    • Experience with the National Guard Bureau
    • Experience with the four phases of the Joint Training System
    • Instructing small group workshops at the Senior Leadership level
    • Joint Training Plan development
    • Conducting training classes on DoD systems (e.g. Defense Readiness Reporting System (DRRS), Joint Training Information Management System, Joint Lessons Learned Information System
    • Knowledge of Mission Training Assessments
    • Knowledge of Training Proficiency Assessments
  • Must have a Secret security clearance.

Hiring Range: $85,000 - $135,000
