Overview
We are seeking an experienced Application Architect to develop the functional, technical, and architectural blueprint for a next-generation water measurement data dashboard. The platform will give internal staff, partner organizations, and the public a single place to access, visualize, analyze, quality-control, and manage data from roughly 1,200 active monitoring sites.
The solution will support desktop, tablet, and mobile access, provide intuitive visualization and analytics, enable internal observation entry and QC workflows, deliver public-facing published data, and integrate with the HydroServer platform and existing technology investments.
This engagement covers discovery, requirements gathering, solution architecture, UX refinement, implementation planning, and cost estimation. Production development, implementation, migration, and system replacement are out of scope.
Please note this is only a 4-month contract from Sep-Dec 2026.
What You'll Do
Partner with business and technology stakeholders to establish a shared vision for the future-state platform and analyze business, technical, and integration requirements
Assess legacy dependencies and recommend incremental modernization approaches that minimize disruption, including the Strangler Fig pattern
Review and refine existing personas, workflows, and Figma mockups, then deliver high-fidelity, implementation-ready UX designs
Define the overall application architecture, technology stack, and cloud deployment approach on Google Cloud Platform
Design integrations using SensorThings APIs, HydroServer APIs, and HydroServerPy, along with GIS and mapping integrations
Recommend authentication and authorization, API management, monitoring, security, logging, scalability, and governance strategies
Evaluate modernization of the existing MapServer application, including migration from ArcGIS Maps SDK for JavaScript 3.x to 5.x
Assess opportunities for AI capabilities in line with organizational AI policies
Build the implementation roadmap: an actionable backlog, phased milestones and release plans, cost estimates using cone-of-uncertainty methods, and a training and knowledge transfer plan
Ensure recommendations support ADA compliance, responsive design, cross-browser compatibility, scalability, and data security and privacy

Solution Architecture Document with system context, component, deployment, and data flow diagrams
API integration specifications and security architecture documentation
Refined Figma designs, high-fidelity dashboard mockups, and user workflow documentation
Implementation backlog, phased roadmap, project schedule and milestones
Cost estimation model and recommended development, deployment, and transition approach
What You Need
Enterprise solution and software architecture experience, including web application and cloud architecture
UX/UI design grounded in user-centered design principles
Experience with dashboard and data visualization platforms
Requirements gathering, business analysis, and technical roadmap development
API architecture, integration design, and security architecture experience
Agile delivery experience and strong cross-functional stakeholder engagement

Water resources, environmental, scientific monitoring, or time-series data platforms
GIS-enabled web applications, ArcGIS Maps SDK for JavaScript, geospatial integration, and MapServer solutions
