Job description

Project Engineer – RFP Position Description 

Role Summary 

The Contractor shall provide a qualified Project Engineer responsible for supporting the planning, execution, and delivery of capital and operational projects with experience in electrical or instrumentation. The Project Engineer will provide technical oversight, coordination, documentation control, and engineering support to ensure projects are completed safely, on schedule, within budget, and in compliance with Owner standards and regulatory requirements.

The Project Engineer shall serve as a key liaison between the Owner, contractors, vendors, and internal stakeholders to maintain project alignment and technical integrity.

Scope of Work / Key Duties 

The Project Engineer shall perform, at minimum, the following functions: 

  1. Project Planning & Technical Development
  • Assist in development of project scopes of work, technical specifications, and design criteria. 
  • Support preparation of cost estimates, schedules, and project execution plans. 
  • Review engineering drawings, calculations, and design packages for technical accuracy and compliance. 
  • Coordinate design reviews and incorporate Owner comments and requirements. 
  1. Project Execution & Coordination
  • Serve as technical point of contact during project execution. 
  • Coordinate activities among contractors, vendors, consultants, and Owner personnel. 
  • Track project milestones, deliverables, and action items. 
  • Participate in project meetings and provide documentation, including meeting minutes and status updates. 
  1. Construction & Field Support
  • Provide engineering support during construction, installation, and commissioning activities. 
  •  Review contractor submittals, shop drawings, RFIs, and change order requests. 
  • Verify work conforms to design intent, specifications, and safety requirements. 
  • Support field inspections, testing, and startup activities. 
  1. Cost & Schedule Control
  • Assist in monitoring project budgets, forecasts, and expenditures. 
  • Review contractor pay applications and verify progress quantities as required. 
  • Support evaluation of change orders and recommend approval or corrective action. 
  • Identify schedule risks and assist in mitigation planning. 
  1. Safety & Compliance
  • MSHA certified 
  • Ensure engineering designs and field activities comply with applicable codes, standards, and regulations. 
  • Support development of job safety analyses and safe work procedures. 
  • Promote adherence to Owner safety policies and project safety requirements. 
  • Review contractor work practices for compliance with safety and environmental standards. 
  1. Documentation & Reporting
  • Maintain accurate project documentation, including drawings, specifications, and revision logs. 
  • Support document control processes and record retention requirements. 
  • Prepare technical memoranda, progress reports, and project summaries. 
  •  Assist with project closeout documentation, including as-builts, turnover packages, and lessons learned. 

Minimum Qualifications 

  • Bachelor’s Degree in Mechanical, Civil, Electrical, Industrial, Construction, or related Engineering discipline.
    • Demonstrated experience supporting engineering or construction projects of similar scope and complexity. 
    • Working knowledge of project controls, construction administration, and contract documentation. 
    • Strong analytical, problem-solving, organizational, and technical writing skills. 
    • Proficiency with standard engineering software and Microsoft Office applications
  • Oil & Gas Industry experience is preferred.

    Mining or metals or metals purification experience is desired.

Preferred Qualifications 

  • Professional Engineering (PE) licensure or Engineer in Training (EIT) certification.
    • Experience with capital project delivery in industrial, mining, utility, or infrastructure environments.
    • Familiarity with scheduling software (Primavera P6, MS Project) and cost control systems. 
    • Experience reviewing contractor submittals and managing change orders. 
    • MSHA certification, as applicable to the project site.
