Job description

Description: NSI requires a Senior Data Analytics/Application Developer to support the Navy International Programs office. This role provides advanced data analytics, application development, and technical modernization support for the Navy International Programs Office. The position focuses on transforming complex datasets into actionable intelligence, developing automation solutions, and supporting enterprise-level analytics platforms. Responsibilities include lifecycle development, project management, dashboard creation, application design, database administration, and user training. The role requires onsite support unless otherwise authorized. Responsibilities:
• Develop innovative data-driven products, automation tools, and analytics solutions that enhance decision-making for NIPO leadership.
• Support the Department of Defense ADVANA and Department of the Navy Jupiter analytics environments, including development, configuration, design, branding, access controls, and documentation.
• Build automated dashboards, right-time data visualizations, data pipelines, and custom applications that streamline reporting processes and enhance organizational capabilities.
• Maintain data integrity and optimize pipelines across the Advana/Jupiter Dataverse using a broad mix of languages and technologies (e.g., Qlik, Tableau, Databricks, Python, SQL variants, Power Apps/BI/Automate, ColdFusion, C#, .NET, Adobe Creative Suite, HTML/CSS/Java).
• Gather requirements from stakeholders, recommend solutions, document processes, and deliver training for new or updated applications.
• Provide database administration for existing and future systems, including performance tuning, maintenance, ingestion troubleshooting, configuration updates, and access management.
• Conduct code reviews to ensure compliance with DoD/DON security policies, accessibility requirements (508 compliance), and IT governance standards.
• Deliver policy guidance, process documentation, and application governance recommendations aligned with DoD/DON directives. Location: Washington, D.C./Navy Yard Education: Bachelor's degree in Computer Science, Data Analytics, Software Engineering, or a related quantitative/technical field. Allowable Substitution: Additional experience may substitute for degree requirements (total of 15 years' relevant experience for senior-level equivalency). Experience: Ten (10) years of hands-on experience supporting development and modernization of technical systems, enterprise analytics, data engineering, and business process automation at the senior level. (15 years may substitute for degree.) Demonstrated experience creating automation tools, dashboards, custom applications, and large-scale data models using modern analytics and development environments. Experience producing strategic technical documentation, technical papers, and process improvement recommendations that address enterprise friction points. Strong background in analytics platforms (ADVANA/Jupiter), multi-language development, and database administration across SQL and non-SQL environments. Proven ability to collect end-user requirements, design solutions, provide user training, and develop supporting documentation. Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
