Job Summary

The Technical Specialist - Mid Level will serve as a Java Mid-Level Developer on the DMV Traffic Records Systems (TRS) team, supporting the development and maintenance of the eCrash / NC-CRIS project. This role involves independently managing complex Java projects, providing 24x7 second-level on-call support, and collaborating with business owners to translate customer requests into technical solutions. The specialist will also coordinate software releases, develop business requirements, and support testing and training efforts.

Responsibilities
  • Manage and maintain enterprise-level Java applications for the DMV Traffic Records Systems.
  • Provide critical second-level 24x7 on-call technical support.
  • Translate customer and business owner requests into technical requirements and user stories.
  • Coordinate software release schedules with business and technical teams.
  • Develop business requirements documentation and support application testing and training.
  • Perform application analysis, design, cost analysis, estimating staffing needs, testing, documentation, and implementation.
  • Serve as a technical specialist and consultant within the application maintenance team.
Required Skills & Certifications
  • Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, Engineering, or related technical discipline.
  • Minimum 3 years of experience programming in Java/JEE, Oracle, and XML.
  • Minimum 3 years of experience with Web Services, JSP, Servlets, Spring, Struts, Eclipse IDE, and version control tools.
  • Minimum 3 years of experience in application analysis and design, cost analysis, estimating staffing needs, testing, documentation, and implementation.
  • Minimum 3 years of experience providing technical helpdesk support.
  • Proficiency in basic computer applications such as Microsoft Office.
  • Effective oral and written communication skills.
Preferred Skills & Certifications
  • Java Certification.
  • Experience with Visual C++, .NET, CORBA, EJB, and Hibernate.
Special Considerations
  • Candidate must currently reside in North Carolina, specifically in the Raleigh/Durham/Chapel Hill area.
  • Position is a short-term contractor assignment.
  • Hybrid work arrangement requiring onsite presence as policy dictates.
  • Candidate must be available for 24x7 second-level on-call support.
  • Absences greater than two weeks require prior approval and contact availability.
  • Candidate must be able to attend in-person interviews.
  • Compliance with all contract and compensation requirements including overtime laws.
Scheduling
  • Hybrid schedule with onsite work as required by policy.
  • Availability for 24x7 on-call support to handle critical issues.
  • Short-term assignment from September 14, 2026, to June 11, 2027.
