Position Overview

  • NCDIT Transportation is seeking a Java Mid-Level Technical Specialist for a short-term contractor assignment supporting the DMV Traffic Records Systems (TRS).
  • TRS supports the DMV Crash Data Management and Department of Health (DOH) Traffic Safety functions related to the collection, analysis, and distribution of motor vehicle accident information.
  • The selected candidate will join the application maintenance team as a technical specialist and consultant, independently managing complex Java projects while providing critical second-level 24x7 on-call support.
  • The candidate will work closely with Business Owners and Technical Teams to translate customer requests into technical requirements and user stories, coordinate software release schedules, develop business requirements, and provide testing and training support.

Key Responsibilities

  • Independently manage and support complex Java/JEE application development and maintenance projects.
  • Provide technical expertise and consultation for DMV Traffic Records Systems.
  • Provide critical second-level 24x7 on-call application support.
  • Work with Business Owners to translate customer requests into technical requirements and user stories.
  • Coordinate software release schedules with Business and Technical Teams.
  • Develop and document business and technical requirements.
  • Perform application analysis, design, testing, implementation, and documentation.
  • Conduct cost analysis and assist with staffing/resource estimates.
  • Provide testing and training support to business and technical users.
  • Troubleshoot and resolve application issues.
  • Provide technical helpdesk and production support.
  • Collaborate with enterprise-level software development teams and stakeholders.
  • Support the eCrash / NC-CRIS project and related traffic records initiatives.

Required Qualifications

  • Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Mathematics, Engineering, or a related technical discipline.
  • Minimum 3 years of experience with Java/JEE, Oracle, and XML.
  • Minimum 3 years of experience with Web Services, JSP, Servlets, Spring, Struts, Eclipse IDE, and version control tools.
  • Minimum 3 years of experience in application analysis and design, cost analysis, staffing estimation, testing, documentation, and implementation.
  • Minimum 3 years of technical helpdesk/support experience.
  • Strong enterprise-level software development experience.
  • Effective oral and written communication skills.
  • Proficiency with Microsoft Office and other basic computer applications.
