Job Summary VSolvit is seeking an experienced Technical Product Manager / Product Owner to lead product strategy, planning, and delivery for Agile software-development teams supporting U.S. Federal Government and Department of Defense programs. This role owns the product roadmap and backlog, translates operational requirements into scalable software solutions, and ensures delivery aligns with customer, mission, security, and technical objectives. The successful candidate will work closely with Government stakeholders, architects, developers, QA, DevOps, and technical leadership. The ideal candidate combines hands-on software-development experience with strong product leadership, stakeholder management, and Agile delivery skills. Responsibilities * Own the product roadmap, product backlog, and feature priorities.
* Define and refine Epics, Features, User Stories, and acceptance criteria.
* Provide technical leadership and product direction to Agile development teams.
* Partner with Government customers, stakeholders, architects, and engineers to gather requirements and define product solutions.
* Build strong customer relationships and serve as the primary liaison between business stakeholders and development teams.
* Prioritize work by balancing business value, customer needs, technical debt, security, and architectural objectives.
* Participate in PI Planning, Sprint Planning, backlog refinement, System Demos, and Inspect & Adapt workshops.
* Accept completed work and ensure delivered capabilities satisfy functional, technical, and mission requirements.
* Identify and manage cross-team dependencies, risks, and delivery priorities across the Agile Release Train (ART).
* Collaborate with development, QA, and DevOps teams to improve CI/CD pipelines, release planning, and deployment strategies.
* Work with architects and technical leads to evaluating solution designs and technical tradeoffs.
* Ensure requirements comply with security, quality, and regulatory standards throughout the software development lifecycle.
* Utilize Jira and Confluence to manage product planning, documentation, reporting, and Agile metrics.
* Mentor team members and promote Agile, engineering, and product management best practices.
* Support roadmap planning, product demonstrations, user acceptance testing (UAT), and continuous product improvement. Required Qualifications * Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related technical field.
* 3-5 or more years of experience as a Product Manager, Product Owner, Technical Business Analyst, or similar product-leadership role.
* 3 or more years of professional software-development experience using C#, Java, C++, Python, JavaScript, TypeScript, or similar technologies.
* Experience managing Agile product backlogs using Jira and Confluence.
* Ability to provide technical guidance and evaluate software-design and architecture tradeoffs.
* Strong understanding of Agile development, software architecture, DevOps, testing, and CI/CD practices.
* Strong communication, leadership, analytical, and stakeholder-management skills.
* U.S. citizenship.
* Active Secret clearance or ability to obtain and maintain one.
* If applicable: If you are or have recently been employed by the U.S. Government, a post-employment ethics letter may be required if employment is offeredPreferred Qualifications * Experience supporting DoD, Federal Government, or government-contractor software programs.
* Experience as a Technical Lead, Engineering Lead, or Team Lead.
* Experience performing both Product Manager and Product Owner responsibilities.
* SAFe Product Owner/Product Manager certification or equivalent Agile certification.
* Experience with Azure DevOps, Git, automated testing, CI/CD, and cloud platforms.
* Experience with API design, systems integration, and enterprise software architecture.
