Job description:

Role Summary

  • Provides independent advanced analysis, design, development, enhancement, implementation, and support for complex software systems supporting PLCB’s Oracle‑based digital platforms.
  • Serves as subject matter expert (SME) for Oracle Commerce Cloud (OCC) and integrated subsystems powering FWGS.com, LOOP, and the Associate Portal.
  • Delivers daily operational support for OCC, OIC (Oracle Integration Cloud), and extranet environments, ensuring stability, performance, and compliance.
Core Development Responsibilities

  • Designs, develops, debugs, and maintains code across Oracle Commerce Cloud, Oracle Integration Cloud, and related Oracle systems.
  • Performs individual and team‑based development depending on project complexity.
  • Analyzes existing codebases, identifies defects, and engineers solutions aligned with business requirements.
  • Conducts developer‑level testing, ensuring accuracy before promoting changes to UAT.
  • Documents all work within code repositories and the agency’s change management system.
Enhancements, Integrations & Technical Evaluation

  • Researches, evaluates, and recommends new products, integrations, and enhancements requested by the business or mandated by policy.
  • Communicates technical findings to stakeholders with varying technical skill levels.
  • Integrates new systems into the Oracle Suite, including required programming changes and configuration updates.
Code Review & Change Management

  • Participates in and performs peer code reviews to ensure quality, consistency, and adherence to standards.
  • Follows all agency Change Management guidelines, documenting changes and presenting them during review cycles.
  • Produces level‑of‑effort (LOE) estimates for service requests and enhancements; presents estimates to IT leadership and business stakeholders for prioritization.
Testing & Environment Management

  • Conducts internal team testing prior to promoting code to higher environments.
  • Works with business users during UAT; resolves defects and retests until acceptance is achieved.
  • Supports multiple non‑production environments, ensuring they remain clean, stable, and properly synchronized.
  • Progresses code and configuration changes through environments according to established procedures.
Operational Support & Troubleshooting

  • Provides advanced troubleshooting, investigation, and debugging for issues logged by internal staff.
  • Documents findings, proposed solutions, and remediation steps within ticketing systems.
  • Performs maintenance activities, including job restarts, integration restarts, and system monitoring, often during off‑hours.
Performance Monitoring & Optimization

  • Monitors system performance and identifies operational deficiencies affecting program execution.
  • Recommends and implements performance improvements and remedial actions to maintain acceptable system performance.
Security, Quality Assurance & Compliance

  • Collaborates with IT staff to ensure proper backup, recovery, data security, error handling, and system controls.
  • Adheres to bureau, Commonwealth, and industry standards, including:
    • PCI compliance
    • Security policies and procedures
    • Ecommerce team standards
    • Proper testing documentation across all environments
  • Assists in establishing standards, guidelines, and customer service levels for PLCB web applications.
Documentation & Reporting

  • Produces documentation for design decisions, requirements, LOE estimates, and related artifacts.
  • Works with IT staff and business users to develop clear, accurate technical and functional documentation.
  • Provides regular status reports to the group manager covering project progress, performance, training, and individual workload.
Additional Responsibilities

  • Assists in evaluating and recommending software products to meet organizational and Commonwealth objectives.
  • Serves as SME for systems, tools, processes, policies, and codebases; provides information when requested.
  • Performs other related duties as assigned.
