Job description

The IT Project Manager will provide technical project management, PMO support, integration management, and oversight for the software development lifecycle, web database engineering, and modernization of the digital Blue List platform. This position will support the Government IT Program Manager by monitoring implementation and sustainment teams, tracking technical execution, reviewing technical submissions, managing cross-vendor dependencies, and maintaining program-level dashboards and reporting within ServiceNow.
The ideal candidate will have strong federal IT project management experience, hands-on knowledge of ServiceNow SPM and ITSM capabilities, Agile delivery experience, experience supporting enterprise IT portfolios, and familiarity with secure DoD cloud environments, DevSecOps pipelines, and API-driven architectures.
This role acts as a technical bridge between the Government IT Program Manager, implementation teams, sustainment teams, external DoW/DoD partners, and other Blue List Program stakeholders.
Key Responsibilities
IT Project Management & PMO Support
  • Provide IT project management and PMO support for the digital Blue List platform.
  • Oversee software development lifecycle activities, web database engineering efforts, and platform modernization tasks.
  • Support the Government IT Program Manager with technical oversight, integration management, schedule tracking, and execution monitoring.
  • Ensure implementation and sustainment teams are executing on schedule, within scope, and in alignment with program requirements.
  • Coordinate technical project activities across Government stakeholders, contractors, cross-vendor teams, implementation teams, and sustainment teams.
ServiceNow Platform Oversight
  • Use ServiceNow project management capabilities to support planning, execution, tracking, and reporting.
  • Design and maintain real-time dashboards within ServiceNow SPM and ITSM.
  • Track implementation velocity, defect rates, sustainment ticket resolution times, sprint velocity, burn-down charts, and other technical execution metrics.
  • Support use of ServiceNow Strategic Portfolio Management, IT Service Management, and Agile Development 2.0 modules.
  • Consolidate, maintain, and manage project artifacts within ServiceNow where appropriate.
  • Promote consistent use of ServiceNow for project tracking, portfolio visibility, technical reporting, and decision support.
Agile / SDLC Monitoring
  • Monitor and evaluate daily progress of implementation and sustainment teams.
  • Track sprint velocity, backlog progress, burn-down charts, defect trends, technical dependencies, and resource utilization.
  • Identify delivery risks, technical bottlenecks, delayed milestones, or sustainment issues.
  • Provide recommendations to improve software delivery, sprint execution, sustainment workflows, and technical coordination.
  • Support Agile ceremonies, release planning, sprint reviews, technical reviews, and implementation status meetings as needed.
Technical Submission Review & IV&V Support
  • Review, validate, and evaluate technical submissions from implementation and sustainment teams.
  • Provide formally documented evaluations and independent recommendations to the Government Program Manager.
  • Support acceptance or rejection recommendations for technical deliverables, software releases, configuration changes, and other platform submissions.
  • Assess whether technical submissions align with Government requirements, ServiceNow architectural principles, schedule commitments, quality expectations, and security requirements.
  • Support Independent Validation and Verification activities for enterprise IT portfolios and platform modernization efforts.
Cross-Vendor Integration & Dependency Management
  • Serve as a bridge between the Government IT Program Manager and development, implementation, sustainment, and external partner teams.
  • Coordinate schedules and technical dependencies between implementation teams, sustainment teams, and external DoW/DoD partners.
  • Map dependencies and milestones across cross-vendor teams.
  • Support the Contractor Program Manager in maintaining the Government's Integrated Master Schedule and program-level RIDAC log.
  • Track risks, issues, decisions, actions, and changes related to IT modernization efforts.
  • Support dependency management across ServiceNow, secure cloud infrastructure, DevSecOps pipelines, APIs, cybersecurity, and sustainment activities.
Executive Reporting & Stakeholder Communication
  • Provide executive-level weekly program status briefings, slide decks, and reports.
  • Summarize cross-vendor execution, milestone risks, schedule status, technical dependencies, and resource utilization.
  • Communicate risks, issues, decisions, technical recommendations, and delivery concerns in a clear, professional, and actionable manner.
  • Support program management meetings, technical reviews, stakeholder briefings, and Government decision-making sessions.
  • Prepare dashboards, reports, charts, tables, and narrative updates for senior Government stakeholders.
Cyber Workforce & Certification Coordination
  • Ensure personnel performing applicable tasks meet qualifications and certification requirements outlined in DoDM 8140.03.
  • Support documentation and tracking of personnel certifications and qualifications upon Government request.
  • Coordinate with cybersecurity personnel, technical leads, and program leadership to ensure assigned staff meet role-appropriate requirements.
  • Maintain awareness of certification, cybersecurity, privileged access, and information assurance requirements affecting IT project execution.

Requirements
  • Bachelor's degree in Computer Science, Information Technology, Systems Engineering, or a related technical discipline.
  • At least five years of experience in IT project management, PMO support, or Independent Validation and Verification for enterprise IT portfolios.
  • At least two years of experience overseeing ServiceNow platform implementations within DoW or federal programs.
  • Active Certified ScrumMaster, PMI Agile Certified Practitioner, or Project Management Professional certification.
  • Demonstrated experience implementing and managing projects within the ServiceNow platform.
  • Experience using ServiceNow SPM, ITSM, and Agile Development 2.0 modules.
  • Experience monitoring Agile delivery metrics such as sprint velocity, burn-down charts, defect rates, and ticket resolution times.
  • Experience reviewing technical submissions and providing documented recommendations to Government or executive stakeholders.
  • Strong technical project management, communication, and organizational skills.
  • Ability to work effectively across Government, contractor, cross-vendor, implementation, sustainment, and technical stakeholder teams.
