JOB SUMMARY

The GCSO Director of Information Technology (IT) provides strategic leadership and oversight for all technology systems supporting public safety operations, including law enforcement, fire and rescue, emergency communications, and emergency management. This position is responsible for planning, implementing, maintaining, and securing mission‑critical systems and infrastructure that ensure effective emergency response and operational continuity. The Director collaborates closely with internal departments, external partners, and regional stakeholders to ensure technology solutions align with organizational priorities and public safety standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·       Provide strategic direction for public safety technology systems, including CAD, RMS, mobile data, radio communications, digital evidence, and emergency communications platforms.

·       Oversee the planning, procurement, implementation, and lifecycle management of hardware, software, and network infrastructure supporting public safety operations.

·       Working in conjunction with the Goochland County Information Technology Director, manage system integrity, cybersecurity, data security, and compliance with federal, state, and local regulations and standards.

·       Lead project management efforts for new technology initiatives, system upgrades, and interagency technology partnerships.

·       Coordinate with public safety leadership to evaluate operational needs and implement technology solutions that enhance service delivery and emergency response capability.

·       Supervise other GCSO IT staff, outside contractors, and vendors to ensure timely, high‑quality service and support.

·       Work with the Sheriff to develop and manage the GCSO technology budget, including forecasting, cost analysis, and grant support where applicable.
Establish policies, procedures, disaster recovery plans, and continuity strategies for mission‑critical systems.

·       Respond to major incidents and serve as a technical resource during emergencies or system outages.

·       Maintain strong relationships with vendors, regional partners, state and federal agencies, and key stakeholders involved in public safety technology.

KNOWLEDGE, SKILLS, AND ABILITIES

·       Comprehensive knowledge of public safety operations and the technology systems that support them, including CAD, RMS, NG911, radio systems, and mobile field technologies.

·       Strong understanding of networking, cybersecurity, data management, and systems architecture in high‑availability environments.

·       Ability to lead complex technical projects from concept through deployment and sustainment.

·       Skill in developing policies, budgets, strategic plans, and operational procedures.

·       Ability to communicate complex technical information clearly to both technical and non‑technical audiences.

·       Strong analytical, problem‑solving, and decision‑making skills, especially under time‑sensitive or high‑pressure conditions.

·       Ability to build and maintain effective working relationships with public safety personnel, government officials, technical staff, and vendors.

·       Demonstrated leadership ability, including team supervision, performance management, and professional development.

·       Ability to remain responsive and adaptable in dynamic operational environments.

Required Qualifications

·       Minimum five years of law enforcement experience in Virginia

·       Master’s Degree in related field

·       Valid Virginia driver’s license with a satisfactory driving history

·       Successful completion of a Criminal Background Check 

·       Potential night and weekend on call availability
