Description & Requirements
The Cyber Security Manager provides integrated leadership across both Information Assurance/Compliance and Security Operations functions, ensuring the organization's cybersecurity posture satisfies federal regulatory requirements while maintaining effective day-to-day operational defense. This role bridges governance/compliance work (RMF, ATO, continuous monitoring documentation) with operational security functions (vulnerability management, incident response coordination) and serves as the organization's senior authority on formal cybersecurity governance.
This role is onsite, 5 days a week, located in Albany, OR, Morgantown, WV, or Pittsburgh, PA, and requires a Public Trust clearance.

Job-Specific Minimum Requirements:
- Bachelor's degree in Cybersecurity, IT, or related field (or equivalent experience).
- CISM, CISSP, or equivalent certification.
- 10+ years of progressive cybersecurity experience spanning both governance/compliance and operational security.
- Demonstrated experience building or maturing a formal cybersecurity governance program.
- Strong working knowledge of NIST 800-53, RMF (NIST 800-37), and continuous monitoring practices.
- Experience managing or overseeing SIEM operations (Splunk preferred).
- Experience with vulnerability management tools (Nessus or similar).
- Familiarity with cloud security management (Azure, AWS, or similar).
- Experience handling controlled/sensitive data (CUI or equivalent).
- Ability to obtain and maintain a Public Trust clearance.
- Strong written and verbal communication skills; comfortable presenting to senior leadership and clients.
Preferred Skills and Qualifications:
- Prior ISSO or ISSM experience.
- Experience with ServiceNow (especially SecOps module implementation).
- Experience with Redseal, Greenbone, or SALT.
- Familiarity with AI governance frameworks (e.g., OMB M-25-21 or agency-specific AI use-case frameworks).
- Experience supporting programs involving Foreign National access or export-control-adjacent data handling.
- Experience with NIST 800-223.
