Job Description:

The Lead, Contracts position in the Intelligence, Surveillance and Reconnaissance (ISR) Sector will join an International and Commercial Agreements team responsible for a diverse business area, with defense customers from various foreign governments, as well as large and small business prime contractors. This role requires an experienced Contract/Subcontracts Manager with a proven track record of managing strategically critical international technology suppliers engaged in the development of advanced and innovative technologies. The successful candidate will possess expertise in driving subcontractor accountability and performance through disciplined contract management, technical program oversight, executive-level engagement, risk management, and cross-cultural leadership. The role demands the ability to influence senior stakeholders, negotiate complex business and contractual matters, and ensure achievement of cost, schedule, and technical objectives within challenging, high-risk development environments.
This role will be responsible for the subcontract administration of a major international subcontractor supporting two large direct commercial sale prime contracts with foreign governments. This role conducts contract negotiation, administration, and subcontractor contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.


Essential Functions:

  • Ability to understand and manage complex R&D, engineering, and technology development programs.
  • Ability to interpret technical data, design reviews, test results, and engineering performance metrics.
  • Scope management and requirements traceability.
  •  Change management and contract modification processes.
  • Claims avoidance and dispute resolution.
  • Supplier performance management and corrective action implementation.
  • Schedule performance analysis.
  • Cost performance monitoring.
  • Earned Value Management (EVM).
  • Critical path analysis.
  • Escalation management.
  • Technical risk identification and mitigation.
  • Supplier risk assessment.
  • Programmatic and schedule risk analysis.
  • Ability to distinguish between technical challenges and management failures.
  • Interpreting contract requirements and track contractual performance to the requirements.
  • Interfacing directly with customers, senior management, and program teams to resolve issues, secure approvals, and ensure successful execution.
  • Serving as the primary liaison for contractual communications between L3Harris and a major international subcontractor.
  • Conducting change management processes with internal team and communicating equitable adjustment rights.
  • Ensuring compliance with federal procurement regulatory requirements.
  • Assisting procurement personnel with significant contracting tasks, including establishing flow-down terms and conditions.
  • Influencing successful business outcomes to achieve business and financial objectives for orders, revenue recognition, operating income and free cash flow for new and continuing programs.
  • Providing guidance, coaching, and training to other contracts professionals and/or support level employees. May manage projects at this level with responsibility for the delegation of work and the review of others' work product.
  • Ability to obtain and maintain a security clearance.


Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Minimum 5 years experience with reading and interpreting contracts and statements of work.
  • Must be a U.S. citizen.
