Program Summary

The MISS program is a comprehensive initiative aimed at supporting the US Department of State's operations in Iraq. In addition to providing ongoing base operations and Life Support Services, KBR will provide differentiated advisory and consultancy capabilities to the Iraqi Government with a focus on creating an effective program environment to support delivery of strategic economic planning, strategy development, feasibility studies, technical reviews and large-scale project management. Under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with foodservice, base camp operations, renovations, construction, and medical services.

Job Summary

The Mechanical Supervisor will serve the Operations and Maintenance (O&M) Plus task order in support of the U.S. Department of State (DOS). The Mechanical Supervisor is responsible for all of the components of the Embassy mechanical systems, including but not limited to, the building automation system (BAS), chiller plant, air handling units, variable air volume (VAV) system, potable water/waste water treatment plant and distribution system. Responsibilities include supervision of maintenance staff that maintains all mechanical equipment and systems throughout the BEC office, residential and ancillary buildings, and the grounds. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Please note: This position is located in Baghdad, Iraq at the Baghdad Embassy Compound (BEC) and is contingent on award.

Roles and Responsibilities

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.

  • Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Oversees the operations and maintenance of large, complex mechanical systems and equipment throughout the site.

  • Resolves complicated mechanical problems with minimal disruption to BEC operations and restores these systems to their designed operating parameters and efficiency following the manufacturer's guidance and industry best practices.

  • Regularly exercises pump valves and dampers; lubrication of mechanical joints, gears and bearings; tests potable water; air balancing, etc.

  • Oversees a comprehensive preventative maintenance program for critical and non-critical HVAC equipment and systems by directing personnel and ensuring they use KPIs to analyze equipment and system performance, and that their repair and service techniques are code and life safety compliant.

  • Maintains; monitors; troubleshoots; configures; identifies; isolates and corrects faults; performs diagnostic tests; ensures the proper operations of designated equipment and systems.

  • Prepares weekly, monthly and annual status reports, documenting the operation performance and efficiency of equipment and systems, with recommendations to the Facility Manager for scheduling outages for preventative maintenance, major overhauls or replacements.

  • Solves complicated mechanical problems to increase mechanical systems efficiency.

  • Estimates future maintenance costs and potential savings and formulates recommended mechanical projects.

  • Observe the execution of construction to assure adherence to approved drawings and specifications, inspect construction workmanship, materials, and methods of equipment.

  • Provide budget input for operating, maintenance and repair, and replacement costs to include all tools, special equipment and spare parts required to maintain all systems.

  • Assist in maintaining the Global Maintenance Management System (GMMS) for the mechanical department to ensure that planned preventative service events and unscheduled events are recorded/documented in GMMS and closed out when they are completed.

  • Develops short- and long-range work plans for mechanical staff; prioritizes assignments based on criticality and order of receipt.

Basic Qualifications

  • Bachelor of Science Degree, or equivalent, in Mechanical Engineering, or similar engineering degree that is close in degree course requirements, from an accredited university/college. To be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) or an equivalent engineering board.

  • Minimum of five (5) years working experience as a project engineer at a manufacturing plant, major resort, hospital, office complex or a large university/school system managing a preventative maintenance program tracking scheduled and unscheduled maintenance requests and their related expenses.

  • Work experience must demonstrate a progression of increased responsibility throughout their career, including developing scopes of work (SOW), construction documents (plans and specifications), and cost estimates for new construction projects, building repairs, equipment overhauls and equipment replacement schedules.

  • Minimum of one (1) year experience in management and supervision.

  • US Citizen

  • US Passport with minimum one plus year validity remaining.

  • Must have valid driver's license and clean driving record.

  • Must be able to pass a pre-employment background check and drug screen.

  • Must currently possess a U.S. Government (USG) issued Secret security clearance and /or a favorable USG Moderate Risk Public Trust (MRPT) certification prior to being hired is required for the position.Must maintain eligibility at the required clearance or certification level for the duration of the task order.

Preferred Qualifications

  • Knowledge of mechanical theory including the laws of thermodynamics, how to size mechanical equipment including air conditioners, fan coil units, boilers, air handling units, pumps, water and hydronic piping systems, heat exchangers and other associated mechanical equipment.

  • Knowledge of basic electrical theory, especially ohms law, in order to troubleshoot problems with mechanical system controls.

  • Ability to diagnose the root cause of a mechanical problem and what materials and equipment are needed to facilitate repairs.

  • Ability to work safely on mechanical equipment and components including the use of lock-out/tag-out safety measures.

  • Detailed technical knowledge of the mechanical systems within his/her area of responsibility.

  • Ability to read and interpret mechanical drawings, riser diagrams, wiring schematics, various equipment schedules and other construction documents.

  • Proficient with mechanical engineering drafting, engineering management software, preparation and maintenance of daily construction logs, capable of reviewing coordination design drawings for code compliance and the ability to create mechanical engineering cost estimates.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Expert computer skills, specifically Microsoft Project, Word and Excel.

  • Ability to become an active and functioning member of a team.

  • Ability to be innovative and be an agent for change.
