Job Description

BryceTech is seeking an experienced Program Manager to lead a multidisciplinary acquisition support team supporting the Federal Emergency Management Agency (FEMA), Office of the Chief Component Procurement Officer (OCCPO). The Program Manager will have overall responsibility for contractor performance across the effort and will serve as the primary point of contact between BryceTech and FEMA's Contracting Officer and Contracting Officer's Representative (COR).

This role will oversee a team providing acquisition management, acquisition planning and strategy, market research, cost and price analysis, program investment review, acquisition policy support, and other professional acquisition services across FEMA's mission portfolio. The successful candidate will combine strong federal acquisition knowledge with proven experience managing complex, multi-disciplinary government contracts and building effective customer relationships.

The position is primarily remote, but the Program Manager must be able to support onsite meetings, working sessions, training, and other activities at FEMA Headquarters in Washington, DC, FEMA's NETC facility in Emmitsburg, MD, or other FEMA locations when required.

Responsibilities

  • Serve as the primary point of contact for the FEMA Contracting Officer and COR for all contractor performance matters
  • Provide overall leadership, management, and technical direction for contractor personnel supporting FEMA OCCPO
  • Manage day-to-day customer relationships, establish expectations, identify customer needs, and develop solutions that support FEMA mission requirements
  • Oversee performance across acquisition management, acquisition planning, market research, cost and price analysis, acquisition program support, and related functions
  • Ensure contractor activities comply with applicable FAR, HSAR, HSAM, FEMA Acquisition Manual (FAM), DHS policies, and contract requirements
  • Provide technical direction and guidance to acquisition professionals and other contractor staff
  • Establish and monitor performance, productivity, quality, schedule, and financial objectives
  • Manage multiple workstreams and priorities simultaneously across a multidisciplinary team
  • Identify programmatic, technical, staffing, schedule, and financial risks and develop appropriate mitigation strategies
  • Monitor acquisition milestones and project schedules and ensure deliverables are completed on time
  • Support strategic acquisition planning and alignment of acquisition requirements with FEMA mission priorities and business objectives
  • Support acquisition planning activities involving Integrated Procurement Teams (IPTs), acquisition strategies, procurement approaches, contract vehicles, competition, sources, risks, costs, and milestones
  • Oversee support for FEMA Level 1, 2, and 3 acquisition programs, including Acquisition Life Cycle Framework (ALF), Acquisition Review Process (ARP), Acquisition Decision Events (ADEs), and Acquisition Review Board (ARB) activities
  • Ensure the team provides effective support for acquisition briefings, program status updates, and leadership engagements
  • Oversee development and delivery of required contract reports, including biweekly progress reports and other ad hoc reporting
  • Conduct regular status meetings with the FEMA COR and communicate technical, operational, staffing, and contractual issues
  • Forecast resource requirements, manage budgets and expenditures, analyze variances, and implement corrective actions as necessary
  • Develop and maintain strong customer relationships and identify opportunities to improve customer satisfaction and mission outcomes
  • Ensure contractor personnel understand and comply with DHS and FEMA policies, procedures, security requirements, and standards of conduct
  • Support business continuity and the continuation of critical mission functions during emergency or disaster conditions
  • Respond to customer requests for discussion or resolution of technical problems within required timelines
Qualifications

Required Qualifications

  • US Citizenship with the ability to obtain and maintain the applicable FEMA/DHS suitability determination and background investigation
  • Bachelor's degree in business, management, engineering, computer science, information systems, education, psychology, human resources development/management, or a related technical or business discipline, or equivalent experience
  • Significant experience managing complex federal government contracts, programs, or multiple concurrent projects
  • Demonstrated experience managing multi-task contracts and/or subcontracts of varying types and complexity
  • Experience managing multidisciplinary professional teams in a federal government environment
  • Experience supporting federal acquisition, procurement, contracting, or program management activities
  • Demonstrated knowledge of the federal acquisition lifecycle and applicable federal acquisition regulations
  • Experience managing client relationships and serving as a senior customer-facing point of contact
  • Experience with program financial management, budgeting, forecasting, scheduling, and performance reporting
  • Demonstrated ability to identify risks, develop mitigation strategies, and resolve operational issues
  • Strong written and verbal communication skills with the ability to communicate effectively with government executives, contracting professionals, and contractor personnel
  • Ability to work independently with minimal supervision and exercise sound judgment in a complex government environment

  • Experience supporting FEMA, DHS, or another large federal acquisition organization
  • Experience supporting DHS Acquisition Life Cycle Framework (ALF), Acquisition Review Process (ARP), Acquisition Review Boards (ARBs), or Acquisition Decision Events (ADEs)
  • Experience supporting acquisition planning, procurement strategy, source selection, contract administration, or acquisition policy
  • Strong knowledge of the FAR, HSAR, HSAM, and FEMA Acquisition Manual (FAM)
  • Experience supporting major federal acquisition programs and complex procurements
  • Experience managing teams of acquisition professionals, analysts, SMEs, and other technical personnel
  • Experience supporting emergency management, disaster response, or mission-critical federal operations
  • Experience developing acquisition strategies, program status briefings, executive-level reports, and performance metrics
  • PMP, DAWIA, FAC-C, or other relevant professional certification
