Job description

Qualis LLC is seeking a Senior Joint Interoperability Control Officer in support of the Space Development Agency. The selected candidate will serve as a liaison facilitating the transition of Proliferated Warfighter Space Architecture capabilities and supporting SDA integration efforts with Joint Force operations. This work will be onsite in Colorado Springs, CO.

Essential Duties:

  • Act as direct liaison with host organization update USSPACECOM and NORHCOM senior leaders on fielding progression and integration of PWSA capabilities.
  • Coordinate CCMD and component participation in PWSA testing events as early adopters as testers.
  • Conduct warfighter integration activities (operational briefings, training orientation sessions, etc.) supporting the deployment and warfighter adoption of capabilities resident in the SDA's PWSA, such as data transport, space-based Link 16, and delivery pathways for missile warning/missile tracking data.
  • Assist in presentation and integration of PWSA capabilities for early use and follow-on development of certain Tactics, Techniques, and Procedures (TTPs), and certain organizational processes may require further refinement to maximize the operational capabilities brought about by PWSA deployment.
  • Provide technical expertise in PWSA capabilities, limitations, to include deployment timelines and procedures under early release procedures.
  • Coordinate with other SDA offices and programs for required support to fielding and integration of transport layer capabilities, ensuring team is working towards mutually supportive goals..
  • Engage with exercise participants and stakeholders from across the DoD to secure their support of SDA deployment, training, operational demonstrations and test activities and integration into operations.
  • Examine new and novel wargaming methods that can highlight the valued-added capabilities of the PWSA to the joint warfighter.
  • Work collaboratively as a member of a team of analysts, M&S experts, warfighters, and technical support personnel to enable the warfighter to fully exploit PWSA capabilities as they are tested and accepted by the joint community.
  • Use operational experience, analytical skills, and technical expertise to create, present, and document successes and shortfalls within PWSA test and deployment activities. Support ground system planning, operational test and evaluation activities.

Required Qualifications:

  • A bachelor's degree from an accredited college or university is required.
  • Must have an active TS/SCI security clearance.
  • Minimum fifteen (15) years of recent and relevant experience in DoD JICO duties at the Service Component or Combatant Command-level
  • Established record demonstrating an ability to work largely unsupervised, an ability to interact appropriately with all levels of the staff, from Action Officers to executive leaders, strong briefing skills for executive-level audiences, and proven ability to follow-through on all tasks.


Desired Qualifications:

  • A master’s degree from an accredited college or university.
  • Experience in Operations Centers in Joint capacity (Joint Intelligence/Operations Centers, Air Operations Centers, Maritime Operations Centers, Army Engagement Centers); non-standard acquisition processes (SpRCO, MDA, SCO - outside JCIDS); USSPACECOM (especially Global SATCOM Operations Manager) and NORTHCOM core missions (especially Missile Warning/Defense, Homeland Defense, Maritime Awareness, Defense Support to Civil Authorities (DSCA).
  • Knowledge of NORAD-USNORTHCOM and USSPACECOM operations and organizational relationships.
  • Familiarity with US Space Command - NORAD-USNORTHCOM relationship and component relationships.
