Examples of Duties
DEFINITION OF RESPONSIBILITY:
This role will support Baltimore County's data-driven performance management team, BCSTAT, with analysis and reporting related to County operations. The Senior Data Analyst designs, develops, tests, and defends complex analyses of operations, policies, and programs using a variety of analysis tools, including GIS based toolsets. The Senior Data Analyst assesses business operations; efficacy of government programs, initiatives, policies, and projects across departments; and presents findings to stakeholders throughout Baltimore County Government. This role requires a leader in the data science field, including quality control, peer review, the ability to implement new processes and a knowledge of GIS fundamentals and spatial analysis techniques. This role requires creative problem solving, the ability to work with a wide range of subject matter, and experience with qualitative, quantitative, and/or policy analysis.
EXAMPLES OF ESSENTIAL DUTIES:
  • Conducts detailed analyses of government operations, programs, and policies utilizing multiple data sources, data transformation techniques, hypothesis testing; synthesizes findings for technical and non-technical audiences
  • Creates complex reports using tools such as SQL Server Reporting Services, Power BI, and GIS for internal and external use.
  • Gathers and documents functional and technical requirements and translates requirements into reporting solutions, analyses, recommendations
  • Interviews stakeholders to understand business processes and design analyses based on operational need
  • Develops in-depth understanding of underlying data, data structures, and business use cases to ensure analyses and/or reports meet client needs.
  • Develops in-depth understanding of government operations and the translation of data analysis into meaningful strategies, programs, and policies.
  • Leads quality control and peer review processes by reviewing and editing code of junior Report Writers. Creates test cases and works with QA team to ensure accurate and complete testing. Creates technical documentation of report logic and processes.
  • Works with developers and analysts to understand code changes that will impact reports. Guides junior Business Intelligence Report Writers in coding and report writing best practices.
  • Utilizes and assists in the development of enterprise dataset supporting business analysis and reporting.
  • Supports end-user community in the use of business intelligence tools to query databases and files for report outputs. Works within and across functional and technical teams to support the acquisition of new skills and areas of expertise.
  • Develops and assists with report training through the development of training tools and training of key staff.
  • Prepares reports, presentations, and visuals for non-technical audiences

Education, Training, and Experience
Bachelor's degree in data science, data analytics, engineering or a related field from an accredited college or university; at least two (2) years of experience working within all or part of the Essential Duties described above, excellent verbal and written communication skills. At least six (6) months previous work experience involving analysis or evaluation is required. Additional previous experience in data analysis, research, program evaluation or similar preferred.

  • Comprehensive experience with a variety of ETL tools supporting a variety of data manipulation and analysis functions.
  • In depth understanding of enterprise data architecture, data design standards and data processes.
  • Demonstrated ability to keep current with existing data technologies, through past experience, current work, and interest in professional organizations and workshops.
  • Ability to communicate across all levels within an organization effectively and with minimal guidance.
  • Excellent oral and written communication skills.

Conditions of Employment
Incumbents must be of good moral character and emotionally stable.
This position works an average scheduled workweek of 34 hours, Monday through Friday. May occasionally require additional hours, which may include weekends, evenings and holidays. 24 x 7 on call required for production problems.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
