Job description

Job Summary
The principal function of a GIS Analyst in this class is to perform a variety of skilled, technical, cartographic, and analytical work to maintain and update Canyon County Elections', Law Enforcement, and First Responder Geographic Information System (GIS) databases. This data is used to create maps and reports that aid in decision-making processes. Work includes updating road, law, fire, and EMS zones to support County Emergency 911 dispatchers and emergency responders in the field. Due to the sensitive and highly confidential nature of this work, the incumbent must display a high level of integrity, accuracy, and discretion when maintaining data. Work is performed under the direct supervision of the Canyon County IT Development Manager in a general office environment.
Key Responsibilities
  • GIS Data Maintenance/Manipulation/Analysis:
    • Perform complex GIS spatial data and relational database maintenance, manipulation, and analysis using GIS tools
    • Conduct spatial analysis; maintain digital/physical files; operate small and large copier/printer equipment to produce digital/physical maps
    • Develop, update, and maintain maps, drawings, web applications, and other spatial data representations using layer and attribute data from databases
    • Incorporate maps, charts, data files, spreadsheet data, documentation, and text into reports
    • Respond to public mapping data requests and provide technical assistance
    • Confer with the GIS Administrator to determine system maintenance needs and conduct ongoing review of projects and records to ensure compliance with department and agency rules
    • Create and maintain Topologies of cartographic quality
    • Read maps, charts, surveys, and related documents to obtain data
    • Troubleshoot system and user reported issues
  • Elections GIS:
    • Maintain and update Election boundaries for annexations and redistricting
    • Coordinate various special projects and produce graphics in support of Election Office staff
  • Law Enforcement & First Responder GIS:
    • Maintain and accurately integrate Sheriff Office Geographic Information System (GIS) data into Computer Aided Dispatch system (CAD) for public safety and emergency 911 response
    • Ensure that County Dispatch Road centerline data is updated and addressed efficiently and accurately
    • Coordinate with local law, fire and EMS agencies, as well as local planning and engineering offices, to ensure that current and correct information is accessible

  • Other Duties:
    • Perform all work duties and activities in accordance with County, Sheriff, and Election Office policies, procedures, and safety practices
    • Work cooperatively and constructively with fellow workers and members of the public to provide public service of the highest quality and quantity
    • All other duties as assigned

Qualifications
Skills and Abilities:
  • GIS concepts and spatial analysis techniques, including computerized mapping, digital data conversion, manipulation, and visualization using platforms such as ArcGIS Pro and ArcGIS Enterprise.
  • GIS and relational database management practices, including SQL Server administration, data quality control standards, and data integrity and security protocols.
  • Programming and data analysis tools including Python, R, and SQL used for GIS automation, data manipulation, and application support.
  • Interpretation and application of legal descriptions, deeds, plat books, maps, surveys, and related source materials to create and maintain accurate GIS datasets and mapping products.
  • Organization and management of large datasets, records, and project workflows while maintaining a high level of accuracy and attention to detail.
  • Analytical thinking and sound judgment to evaluate complex problems, identify solutions, and make independent decisions within established guidelines and time-sensitive deadlines.
  • Professional communication and collaborative working relationships with county employees, supervisors, elected officials, partner agencies, and members of the public while following written and oral policies, procedures, and instructions.

Special Qualifications
  • Successfully complete a background investigation, including a polygraph examination, through the National Crime Information Center (NCIC)
  • Must possess a valid Driver's License

Education and Experience
  • High school diploma or GED equivalency required, a four-year degree in Geography, Computer Science or related field from accredited college or university
  • Two-year certificate in GIS from accredited community college or university
  • Associates degree in drafting, computer aided drafting or related field and three to five years related experience
  • Experience with ArcGIS Enterprise and GIS implementations is a plus
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work may be considered
