Description
Hidalgo County Drainage District No. 1 reserves the right to select candidates considered to be the most highly qualified based on education and/or experience.
Under the direction of a Hidalgo County Drainage District No. 1 Licensed Engineer, performs complex professional related work as required. Performs mid-level engineering work on a variety of hydrology and hydraulics analysis, planning, and design as related to the County of Hidalgo and/or Hidalgo County Drainage District No. 1 system; Work involves analysis and development of technically complex hydrologic and hydraulic computer models for site-specific regional floodplain assessments to create technically based mapping of the drainage systems within Hidalgo County.
EXAMPLES OF WORK PERFORMED
Performs hydraulic & hydrology analysis, calculations, studies, and drainage design plans.
Creates technically based mapping of floodplain and floodway delineators.
Provides hydrologic and hydraulic related regulatory review of projects before preliminary layout or Plans, Specifications, and Estimates (PS&E) submission for letting.
Prepares, reviews, and interprets blueprints, schematic drawings, layouts, and other visual aids.
Conducts technical reviews on engineering proposals and reports
Participates in meetings with consultants, other government agencies, and the public.
Evaluates proposed drainage projects and proposed modifications to existing structures.
Prepares, modifies, and submits engineering and construction designs, plans, specifications, and estimates.
Calculates costs of materials and estimates of geometrics, hydraulics, grades, quantities, and related areas.
Monitors efficient working of all hydraulic structures and/or equipment and performs troubleshoots, makes required adjustments, and provides support to all District personnel.
Analyzes all structure and/or equipment designs, recommends improvement, implements same, and prepares all formal and informal training for all District personnel.
Provides mentoring to other District personnel in hydraulics and hydrology.
Investigates and helps resolve drainage related issues with the public.
Coordinates with local governments, developers, and property owners concerning hydraulics-related issues, including the monitoring of local studies and activities that may impact County and/or District facilities or operations.
Performs other related duties as assigned.
EXPERIENCE AND EDUCATION
Minimum of three years (3) experience in hydraulic engineering work.
Graduation from an accredited four-year college or university with major coursework in engineering required.
Master's Degree in a related field is preferred.
HEC-HMS, HEC-RAS 1D and 2D modeling, ArcGIS required, and AutoCAD experience preferred.
CERTIFICATES, LICENSES AND REGISTRATION
Must have an Engineer in Training (EIT) Certificate.
Must have a current valid Texas motor vehicle operator's license.
Must be able to be insured by the District's insurance carrier.
KNOWLEDGE, SKILLS, AND ABILITIES
Proficient knowledge with HEC-HMS, HEC-RAS 1D and 2D modeling, ArcGIS, AutoCAD and/or other hydrologic and hydraulic engineering software.
Ability to read, analyze, and interpret blueprints, engineering periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports and business correspondence.
Ability to effectively present information and respond to questions from groups, contractors, and employees of the organization.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
Ability to analyze information and evaluate results to choose the best solution and to solve problems.
Ability to keep up-to-date technically and to apply new knowledge to your job.
Knowledge of materials, methods, and the tools involved in the construction related to drainage and drainage facilities.
