Job Description

Allied Universal is hiring a Global Security Operations Center (GSOC) Project Manager in Wilmington, DE. The GSOC Project Manager is responsible for leading the development, implementation, and maturation of a Global Security Operations Center program. This role serves as a strategic liaison between security operations, transportation and operational stakeholders, law enforcement partners, emergency management personnel, technology vendors, and executive leadership to enhance organizational resilience and protect personnel, facilities, assets, operations, and critical infrastructure.

This position is responsible for driving operational excellence through project management, security technology integration, intelligence-driven risk monitoring, incident management, operational governance, and SOP development. As the program matures, this role is expected to evolve into a formal GSOC leadership position with responsibility for enterprise security operations, threat monitoring, program performance, and stakeholder engagement.

Salary Range: $90,000 - $100,000 / year

RESPONSIBILITIES

GSOC Program Development & Governance

  • Lead the development and maturation of GSOC operations, processes, and governance structures.
  • Develop and maintain Standard Operating Procedures (SOPs), incident response playbooks, escalation protocols, reporting standards, and operational metrics.
  • Establish operational frameworks that support organizational resilience, security operations, and continuous improvement initiatives.
  • Drive process optimization and operational maturity efforts across the security operation.

Security Project & Technology Management

  • Manage security technology deployments, enhancements, system integrations, and operational improvement projects.
  • Coordinate implementation and optimization of:
    • Video Surveillance Systems (VSS)
    • Access Control Systems (ACS)
    • Intrusion Detection Systems (IDS)
    • Incident Management Platforms
    • Threat Intelligence Platforms
    • Mass Notification Systems
  • Manage relationships with vendors, stakeholders, and technology partners to ensure successful delivery of project objectives.

Threat Intelligence & Risk Monitoring

  • Oversee monitoring and analysis of threats that may impact personnel, facilities, operations, and critical infrastructure.
  • Coordinate intelligence gathering and analysis related to:
    • Crime Trends
    • Civil Unrest
    • Severe Weather
    • Terrorism Advisories
    • Transit or Operational Disruptions
    • Social Media Intelligence
    • Open-Source Intelligence (OSINT)
  • Produce risk assessments, intelligence reports, and strategic recommendations to support informed decision-making.

Incident Management & Crisis Response

  • Coordinate response efforts for security incidents, operational disruptions, and emergency events.
  • Facilitate communication between operations centers, executive leadership, law enforcement, and emergency response partners.
  • Lead after-action reviews and support implementation of corrective action plans.
  • Ensure proper notification, escalation, and response procedures are followed during critical incidents.

Reporting, Compliance & Stakeholder Engagement

  • Prepare executive-level reports, dashboards, briefings, and operational reviews.
  • Track key performance indicators (KPIs) and service-level objectives.
  • Support compliance initiatives, audits, risk assessments, and operational reviews.
  • Present findings, recommendations, and program updates to leadership and stakeholders.

QUALIFICATIONS

Must Possess One or More of the Following:

  • Bachelor's degree in Criminal Justice, Homeland Security, Emergency Management, Security Management, Intelligence Studies, Business Administration, or related field; OR
  • Associate's degree with relevant experience; OR
  • High school diploma or equivalent with seven (7) years of progressively responsible experience in security operations, emergency management, intelligence, law enforcement, military operations, transportation operations, critical infrastructure, or related operational environments.

Required Experience

  • Minimum three (3) years of project, program, or operational security, military or law enforcement leadership experience.
  • Minimum five (3) years of experience leading Global Security Operations Centers (GSOC)
  • Experience developing SOPs, incident response plans, operational playbooks, and governance frameworks.
  • Experience building or standing up a GSOC, Operations Center, Command Center, or Emergency Operations Center.
  • Experience coordinating incident response, crisis management, or emergency communications.Experience developing reports, briefings, intelligence products, or executive communications.

Knowledge & Skills Required

  • Strong understanding of physical security operations, threat intelligence, business continuity, and risk management principles.
  • Familiarity with industry standards and best practices (ASIS, APTA, ANSI, ISC, FEMA ICS, etc.).
  • Strong analytical, organizational, and problem-solving capabilities.
  • Knowledge of Genetec, Lenel OnGuard, Milestone, ServiceNow, Everbridge, ArcGIS, threat intelligence platforms, or incident management platforms.
  • Ability to perform effectively under pressure and in fast-paced operational environments.
  • Ability to communicate complex information effectively to diverse audiences, including senior leadership.
  • Proficiency with Microsoft Office Suite, including SharePoint, Excel, Outlook, Word, PowerPoint, and Teams.
  • Ability to proactively identify and resolve operational issues.
  • Strong project management, stakeholder management, and interpersonal skills.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in Criminal Justice, Homeland Security, Emergency Management, Security Management, Intelligence Studies, or related field.
  • Experience supporting transportation, technology, public safety, aviation, logistics, critical infrastructure, or similar operational environments.
  • Experience with VSS, ACS, IDS, and incident management platforms
  • Professional certifications preferred: APP, CPP, PSP or FEMA ICS Certifications
  • Previous experience in emergency dispatching (Police, Fire, EMS) or public safety communications environments.

POSITION EVOLUTION STATEMENT

This position is expected to support the development and maturation of the GSOC program during its initial phase. As operational capabilities, processes, staffing, and technology platforms mature, the role is expected to evolve into a formal GSOC leadership position with responsibility for enterprise security operations, operational oversight, performance management, stakeholder engagement, and program delivery.
