Job description

BMA is seeking a Basing Programmer to join our team. This is a fully remote role.
Job Summary
  • Seeking a Military Basing Facility Planner to support National Guard Bureau (NGB) Engineering Support Services for our Air National Guard (ANG) customer.
  • Lead assigned basing Bed Down facility actions in support of the ANG Military Construction (MILCON), Facility Sustainment, Restoration and Maintenance (FSRM), and National Environmental Policy Act (NEPA) programs.
  • Conduct Bed Down planning for various weapon systems within the ANG.
  • Provide facility and infrastructure analysis in support of site surveys and Site Activation Task Force (SATAF) activities.
  • Assist in the Course of Action (COA) development, analysis, comparison, and approval recommendations for various basing actions.
  • Support the ANG in identifying, developing, coordinating, and validating facility and infrastructure costs associated with basing actions.
  • Assist in modeling and analysis support to the ANG for basing enterprise definition and criteria development.
  • Develop standard operating procedures for basing and Bed Down Site Surveys to analyze, develop project concepts, and document efforts to prioritize the re-use of existing facilities in lieu of new construction, when possible.
  • Prepare professional support documentation, including trip reports and SATAF reports.
  • As directed by the ANG, assist in all aspects of planning and programming the state's Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SRM) programs.
  • Serve as a technical consultant for short- and long-range installation and facilities planning, design, construction, and maintenance.
  • Develop and present point papers, briefings, and spreadsheets.
  • Participate in staff meetings, working groups, site visits, and conferences as required.
  • Lead, mentor, and train junior field staff while providing direction, vision, and strategy for the company.
  • Effectively manage complex projects and timelines.
  • Organize and execute project work, including appropriate delegation of responsibilities.
  • Display and demonstrate company ownership attributes, including risk tolerance, business acumen, loyalty, and financial resolve.

Clearance Requirements
An active Secret security clearance is required for this position upon hire.
Required Skills & Certifications
  • Bachelor's degree in Engineering or a related scientific field is required. A closely related degree may be considered.
  • Ten (10) to fifteen (15) or more years of experience in facility planning, programming, and project management is required.
  • A minimum of five (5) years of experience planning projects and programs for industrial and/or federal clients is required.
  • Department of Defense facility programming or project management experience is required.
  • Experience supporting Air Force or Air National Guard Civil Engineering programs is preferred.
